Study On PPP Financing Mode Of The Construction Of Characteristic Small Town

Since entered into the new normal,the overall development of the economy of china is well,but there have a decreased investment in some real economy areas.In recent years,countries have approved some projects about the construction of the characteristic of small town,which is not only an important breakthrough to speed up the new urbanization,but also expects to develop the real economy from the town level and takes it as the new carrier of industrial upgrading.The construction requirements of the characteristic town emphasize that the environment is livable and beautiful;the industry is rich,integrating leisure tourism,finance,trade and logistics,traditional culture and so on.Besides,it needs to gather professional and technical talents from all walks of life,especially needs huge amounts of construction money.These demands are hard to reach by the investment of government.The PPP is compatible with the construction requirements of the characteristic of small towns.The nature of PPP is building a good relationship based on a project between government and social capital.Through the way of cooperation,the participants of the project can better play their respective advantages;share the risks and benefits,so as to achieve a win-win situation.Since it was allowed to put PPP in project construction during the third plenary session of the eighteenth central committee,PPP attracts a mass of the social public attention.By the end of September 2017,ministry of finance has putting 14220 cases into PPP warehousing project,which have a total investment of 17.8 trillion.The trend of the development of PPP will become fierier and more widely used in the future,and there have been some attempts at the construction of characteristic towns.In 2016,the town of pangkou,gaoyang county,baoding city,hebei province was approved to build a national characteristic town,which characteristic construction target is the trade,tourism town.This paper is based on the research of the town of pangkou,explains that it is necessary and feasible to introduce PPP into the construction of characteristic tourism project of pangkou,and the key to success lies in the design and condition guarantee of PPP.This article is divided into five chapters:The chapter one is the introduction,mainly introducing the research background and significance of this article,the review of related literature,the ideas and methods of research,the major innovations and deficiencies,etc.The second chapter is mainly about the related theoretical basis.This part mainly introduces several key concepts and the theoretical basis of applying the PPP to the construction of characteristic towns.The third chapter is mainly about the financing demand analysis of the construction of pangkou town.Include that the construction objectives of the town of pangkou,the situation of project finance,the financing characteristics of the development of tourism resources and the necessity and feasibility of PPP participate in the tourism resources of pangkou.The fourth chapter is the design of the PPP participating in the tourism resources of pangkou.First of all,it concludes three types of PPP and the DBOO is the best choice for the tourism resources of pangkou;secondly,it designs the DBOO participating in the tourism resources of pangkou.The fifth chapter respectively from the laws and regulations construction,enhance the credibility of the government of pangkou and the professionalism of the project company to put forward the security conditions of using DBOO to the construction of the tourism resources of pangkou.
