Research On Budget Management Optimization Of Geological Survey Project Under New Budget Law

The geological survey project is organized by the China Geological Survey Bureau of the Ministry of land and resources,and is a national public welfare,basic geological survey and a strategic mineral exploration project,which is invested and deployed by the central government,the purpose is to provide geological basis information for the national economic and social development,and to provide services to the public society.In recent years,with the country's increasing demand for resources and energy,the scale of investment of the national fiscal funds to the project is also growing.The party's eighteen since the CPC Central Committee General Secretary Xi as the core of the party's anti-corruption as an important starting point to strictly,the reform of national financial system has become more in-depth,budget management legalization,standardization,transparency is the inevitable choice to adjust the project undertaker.China geological survey as a guide to the National Geological Survey Project,is the National Geological Institutions to manage a large number of financial funds,on the new situation and changes of national financial system reform and adjust the project management of the new requirements,proposed the establishment of "budget" as the core of the financial management system in the administration system,becomes more and more important how to adjust the project budget management of funds to do,especially in the country's new "budget law" revised under the background of the national financial system reform to more rigid constraints and budget,how to do a good job of geological survey project budget management of funds is of great importance to improve the efficiency of fiscal funds.This paper mainly analyzes the current situation and existing problems of the budget management of geological survey projects,taking Tianjin geological survey center of China Geological Survey as the object of study,based on the literature review and analysis on the characteristics of the new budget law,analyzes the existing problems of budget management of geological survey projects,including the implementation of the budget is not in place,out of the budget with the actual expenditure,budget monitoring is not in place,the budget performance evaluation is unreasonable,the budget management system is not perfect and other outstanding issues.Then,starting with the latest requirements of the financial system reform and the actual implementation of the project,specific countermeasures,ideas and suggestions are put forward,and it also puts forward new ideas for how to adapt the budget management of the geological survey project to the new system,to establish an efficient budget management model and to optimize the budget management process.This paper not only provides a useful reference for the budget management of Tianjin Geological Survey Center,but also has certain reference significance for the improvement of the budget management of geological survey project in China.
