Research On Risk Management Of PPP Project In Urban Infrastructure Projects

As a solution to the fund shortage,long project cycle and high risk in China's majorpublic infrastructure projects,PPP solved the problem of insufficient investment channels for private capital,and helped social capital involving in infrastructure construction.However,risk control of PPP is important for the success of project.As the most typical representative of China's PPP model,the civil airport is constrained to the civil airport management system and the lagging development of China's civil aviation industry.Presently theestablishment of risk control system becomes an urgent agenda in China's civil airportconstruction.Combined with the relevant theory,this study researched on the establishment of risk control system inChina's civil airport construction.Based on the theory introduction of the characteristic and risk control of civil airport project,this study analyzed and summarized the current situation and the main problems of the risk control system in civil airport construction project in China,and also researched on the reasons leading to the problem.This study established the risk control system of civil airport construction by risk identification,riskestimation and assessment,and risk control solution.Finally,taking Tianjin Airport Terminal 3 as the example,this study explored practical application of risk control system,providing the reference to improvement of risk control management in Tianjin Airport Terminal 3.Compared with the existingresearches,on the one hand,this study combined with thetheory of risk control and characteristic ofChina's civil airport construction,establishing the risk control system of China's civil airport construction,which filled in the gap of this risk control area.On the other hand,this study based on the demand of Tianjin Airport Terminal 3 construction,with the risk control system,solving the problem in the system establishment,that offering a scientific and systematic suggestion to the risk control in Tianjin airport construction.Meanwhile,this research contributed to the existing theory of risk control system,and as well as to thepractice in the establishment of risk control system in China's civil airport construction.
