In recent years,the environmental responsibility of many Central Enterprises branches are of concern,news of environmental accidents and pollutant emissions underachievement can be often seen.For example,the Penglai Power Generation Co.Ltd.of the national grid pollutant emissions underachievement,Petro China and Sinopec are punished by the government because of exceeding the standard emission limits.It is so urgent that we should improve the environmental liability of branches of the Central Enterprises.This paper `s research starts from the situation of our country,it is hard for local government to control the branches of the Central Enterprises,even they were repeatedly criticized but have no effects.While the branches ` interests are consistent with the parent company and under the parent company`s control.Although to a certain extent,the new environmental law has strengthened the supervision power of the local government,the fragmentation phenomenon of administrative power is still obvious.Thus the parent still plays a leading role on improving the environmental responsibility of its branches.This is also the starting point of view.Through the analysis of the property rights background and industry background of the central enterprises,this paper studies the management model of the Central Enterprises.And this paper also studies how to make the parent company to take a correct attitude to give full play to its leading role,thus they will strengthen the control of the branches to improve their responsibilities.Based on the model of management,this paper also studies the management measures of the environmental liability.This paper chooses the Sinopec Group Company for case analysis,and choose Shanghai Petrochemical Company-the most representative of all its branches as the object to study more detail.And this paper analyzes the management measures and its intensity that the parent company implement to Shanghai Petrochemical Company to improve its environmental responsibility.Finally,this paper compares the effect of the measures.Through the case study of Shanghai Petrochemical company,under the pressure imposed by the central government and media,its parent company strengthen the responsibility of environmental control on the branches.And its parent company take the "environmental performance assessment" and "related resources support" these two kinds of means to strengthen the management and control.The former is the pressure and the latter is the ability.On the one hand,the parent company carry out comprehensive environmental performance evaluation and guidance on input,process and results,which reflects the characteristics of "whole process" and "guidance".On the other hand,its parent company strengthen the resourcese support to Shanghai Petrochemical.For instance,the parent company invest in Shanghai Petrochemical on an unprecedented large-scale.At the same time,the parent company increase the environmental technology support.Under its parent company'support and assessment,Shanghai Petrochemical achieved its environmental responsibility finally.
