Nowadays,it's the era of globalization and information technology.With the rapid development of the internet and communication technology,the enterprise competition has gone beyond the product and technology level.Human resource has become the enterprise's core competitive advantage.Performance management is an important part of human resource management.It is an important management tool to transfer the value of people into a strategic competitive advantage.But the motivation or method for the performance management to the enterprise management are insufficient.The effect is not ideal.Especially the assessment target cannot support the formation of the organization's strategy.In view of the importance of the performance achievements to the company,to establish a set of effective department performance appraisal system is the urgent needs to many enterprises.This thesis is based on the theory of object management,balanced scorecard theory and key performance indicators of performance management theory as the theoretical foundation.The reference basis is recognized by the domestic and foreign research results.This thesis analyzes the status quo of department performance assessment of the company Combine Will.The current performance appraisal system of Combine Will has the following issues.They are,the evaluation contents don't match with the company strategy,subjectivity exists in the assessment process,the examiners are lack of professional training,the evaluation result application is not reasonable.The main reasons of the above problems are that the staffs don't understand the performance assessments.The distribution of assessment responsibilities is not reasonable.And it is also lack of seriousness of the performance index system and scientific management structure.The management team is out of date on the sense of management.To solve the main issues of the existence of appraisal system,the company management needs to determine the company strategy.And they need to specify the strategic objectives.They also need to have a clear path to realization of strategy.With key performance indicators,the management needs to summarize all levels of departments and individuals and other key performance indicators and evaluation target.To determine the assessment based on improved design system for the department performance appraisal system,content and procedures,and for setting up and optimizing evaluation indicators,the implementation of assessment,performance feedback and communication,performance appraisal appeals,records management and the use of assessment results are studied.Finally,improve the implementation steps scheme of performance appraisal,the barriers of implementation,assessment of improvements in various security measures for the operation are analyzed and explained,looking forward to assessment improvement plan implementation to achieve the performance target of corporate strategy support,promote personal development,and ultimately improve the company's overall benefit.The research of this thesis has provided the operational implementation plan to the performance appraisal system of Combine Will.It also provides a reference to the same industry.
