Research On The Internal Operation Mechanism Of State-owned Military Enterprises' Think Tanks From The Perspective Of Common Governance Model

The construction of think tanks has always been an academic hot spot in the field of public management.In the whole world,as the importance of promoting national development continues to emerge,the think tank has been regarded by foreign scholars as "fourth powers".It has attracted more and more government attention.In the past 50 years,the Chinese think tank has made considerable progress.The number reached more than 400,and the international influence has also been effectively improved.However,there is still a certain imbalance in the overall development level of Chinese think tanks.The construction of high-quality corporate think tanks is still a serious shortage,which is one of the outstanding problems.This paper is based on the theory of governance,taking the construction of China's space think tank,which is a typical representative in the national defense science and technology industry It sums up the characteristics of the governance structure in the past 60 years,and analyzes the deficiencies in its internal operation mechanism.And from the perspective of common governance model,it puts forward the optimization frame of internal operation mechanism and explores and improves the strategy of the internal operational mechanism in order to provide reference for the construction of high-level military enterprise think tanks and enriches the practice theory of construction of new think tanks with Chinese characteristics.The first part is the introduction,which mainly expounds the background and significance of the research.It summarizes the relevant research situation,theoretical basis,research ideas and methods and the innovation point and target of the research.The second part is the definition of the concept and theoretical basis.It mainly defines the concepts of the state-owned military enterprise,operation mechanism and governance structure,which is mentioned in the article.It puts forward the object which is internal operation mechanism and its three important parts,studied in this article.The third part theoretically expounds the internal operation mechanism of the state-owned military enterprise think tank.The fourth part takes Chinese space tank construction as an example,introduces the reality of the internal operation mechanism from the three aspects of organization structure,information structure and power structure.It also combs and analyzes the existing problems and shortcomings.In the fifth part,this paper gives an optimization frame from the perspective of the common internal operation mechanism,and the solutions to improve the internal operation mechanism after comparing the optimized model put forward previously.The sixth part is the conclusion,which reviews the overall situation and summarizes and sublimes the whole text.
