Research On Multi-level Governance Of Think Tank Alliance Based On Game Perspective

In November 2013,in the Third Plenary Session of the 18 th CPC Central Committee,the Central Committee of the Communist Party of China clearly mentioned the need to “strengthen the construction of a new type of think tank with Chinese characteristics” and accordingly put forward guidance on strengthening the new type of think tank with Chinese characteristics,in order to build Chinese characteristics.The development of new think tanks has opened up a new pattern.In the national "13th Five-Year Plan" outline,the "promoting the establishment of a think tank alliance" was clearly put forward.At present,the development of China's think tank alliance is at an early stage,and the theory of think tank alliance is not yet mature.However,with the development of the alliance,the gap between the regulations will gradually enlarge,and the division of interests between the think tank alliance and the think tank members,and the communication and cooperation between the alliance and users will have problems and contradictions.Based on the background of this research,this paper firstly expounds the related concepts of think tank,think tank alliance and governance,summarizes and summarizes the theory of think tank alliance,introduces the game analysis method,governance theory and incentive theory applied.Then it demonstrates the problems existing in the operation of think tank alliance;then it uses the game model to analyze the problems and contradictions of the resources supply of think tank alliance members,the contribution of alliance members and the communication between think tank alliance and users;finally,from governance theory,incentive theory,etc.This paper discusses the governance structure,governance mechanism and corresponding governance countermeasures suitable for the development of think tank alliance,so as to solve the problems in the operation of think tank alliance,solve the gap under the regulation of alliance system,and promote the sustainable development of think tank alliance.
