Think tanks are not only the support for scientific decision-making by the party and government,but also the embodiment of the country's soft power.In January 2015,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Strengthening the Construction of Think Tanks with Chinese Characteristics and New Think Tanks,"emphasizing "taking the construction of new think tanks with Chinese characteristics as a major and urgent task,and taking effective measures to effectively Pay close attention to it and raise the construction of think tanks to a national strategic level.Subsequently,in 2016,the State issued the "Thirteenth Five-Year Plan" and proposed "promoting the establishment of think tank alliances",which indicated the policy guidelines for the construction of think tank alliances.At present,there are some intellectual needs in the industry,such as policy decision-making consultation,industrial strategy research and judgment,and effective solution supply.The industrial think tank alliance has become an important measure to ensure industrial transformation.The establishment and development of the alliance will effectively enhance the coordination and coordination of resources within the industry.Ability,and maximize the strength of each member unit,reflect the collective wisdom,ensure the sustainable development of the industry,help each unit solve the problems during the transition period,solve various problems,and directly provide decision-making services for the party and the government.Therefore,based on the idea of collaborative innovation,this paper builds the operation mechanism of the industry think tank alliance and studies its evaluation system.This article explores the influencing factors of the operation of industrial think tank alliances.Analyzed the operation status of the 12 industrial think tank alliances that existed in China,and then used the rooted theory research method to design interview samples.By coding the original data obtained from the in-depth interviews,we obtained the main body's willingness to cooperate,the ability and quality of participants,the alliance's resource guarantee,Five factors affecting the degree of alliance integration and alliance organization management,construct a model and explain the path of action.Through the analysis of the influencing factors,the operation mechanism of the industrial think tank alliance is constructed,and the construction idea and overall model of the operation mechanism of the industrial think tank alliance are proposed.It is constructed from five aspects: power mechanism,management control mechanism,resource sharing mechanism,service communication mechanism and evaluation feedback mechanism.Implementation path of industrial think tank alliance operating mechanism.Furthermore,an in-depth analysis of the evaluation system of the operating mechanism of the industrial think tank alliance.Under the premise of clarifying the construction principles of the evaluation system,in-depth analysis of the factors affecting the operation of the alliance,to determine 5 first-level indicators,11second-level indicators,and then use the analytic hierarchy process to determine the index weights,and the construction of the evaluation model Empirical analysis.Finally,it puts forward the countermeasures for implementing the operation mechanism of the industrial think tank alliance,and discusses the countermeasures and suggestions of the operation of the industrial think tank alliance from the five aspects of policy system,funds,talents and trust,and foreign exchange and cooperation.
