British Cultural Relics Entry And Exit Management Policy Research

The import and export administration of cultural objects is an important means to effectively restrict the illegal circulation of cultural objects and prevent the losses of the treasure which can represent the national spirit and material culture,as well as reflect the historical heritage.This kind of management measure is generally implemented in most of the countries with abundant cultural heritage.It's a symbolization of cultural sovereignty and of great significance.This paper focuses on the UK import and export management policy to review it's development history and explain it's working mechanism.Then comparing with China and giving the improvement recommendation on the basis of reference to the experience of UK.This paper will expound from the four parts below:The first part expounds the necessity of the research on the UK import and export policy of the cultural objects,moreover,summarizes relevant domestic and international research production and show the research methods.The second part mainly discusses about international conventions and the European Union directives which influence the development of UK import and export management policy of cultural objects.Futhermore,laying emphasis on the generation background and evolutionary process of the UK policy.The third part is an illustration for the current working mechanism of the UK cultural objects import and export management work.Firstly,making clear the institution setting and responsibilities.Secondly,trying to explain what is the cultural objects export licences,how to authorize a national treasure and prevent it from loosing,and how to deal with the return of cultural objects.Thirdly,elaborating the import administrative provisions.In the fourth part,briefly describing the development history,the feature and the mainly problem of the Chinese import and export management policy of cultural objects.Finally,analyzing the successful experiences and giving reasonable advice on the development of Chinese import and export management policy.
