Production agglomeration and innovation agglomeration are the most significant spatial characteristics of economic activities.Due to the characteristics of knowledge spillovers and their spatial limitations, there is a close interaction between them. The interaction of agglomeration and innovation has a profound influence on regional economic development and the imbalance of regional economic development.Especially for developing countries, innovation is the key factor for industrial upgrading, industrial transfer and global competition. How to use the interaction of agglomeration and innovation to promote regional industrial innovation and further promote regional economic growth has an important practical significance.Based on the theory of economics and the efficiency of knowledge spillover and innovation resource allocation, this paper investigates the spatial mechanism of knowledge spillover on the allocation efficiency of innovation resources.First of all, this article reviews and summarizes the relevant literature and theory.Secondly,to inspect the source space effect on the efficiency of the allocation of innovation resources in all regions, then test the spatial correlation, and set the spatial weight matrix using economic distance method, then use the index method to estimate the efficiency of 30 provinces in China from 2008 to 2015 with innovation resources. The empirical part of the paper constructs a knowledge spillover index by using static and dynamic spatial panel data model, and compares the two simulation results.Based on the perspective of government and enterprises,it puts forward some suggestions to improve the efficiency of China's innovation resource allocation.Research findings show that:(1)the effect of agglomeration and local space has significant global spatial correlation between the efficiency of the allocation of regional innovation resources;(2)professional overflow inhibited the allocation efficiency of regional innovation resources to enhance the absorption ability is low, result in the main reason for the negative spillover effect;(3)the diversification of spillover, foreign direct investment spillover and international trade spillover significantly promoted allocation of resources to enhance the efficiency of regional innovation, but the impact is different.
