Study On The Supply-side Reform Of Fruit Industry In Shandong Province

During the last 40 years of reform and opening up,Shandong Province has played a regional advantage and developed the fruit industry which has achieved remarkable success.Along with the expansion of fruit production scale,the fruit quality and benefits are increasing.As a result,the income of the fruit growers is growing rapidly.Especially in recent years,Shandong has built a biggish base for both north fruit commodity production and export earnings.Fruit industry has become a pillar industry of the agricultural economy in the whole province,achieving a historic leap.However,there are still some problems in the development of fruit industry in Shandong Province,such as high production cost,low quality fruit rate,improper layout structure,limited marketing channel and single development mode.The emergence of these problems has a direct impact on the overall image and market competitiveness of fruit industry which seriously restricts the development of fruit industry and becomes a bottleneck in the construction of modern fruit industry.Supply side reform is not only a good solution to a series of deep-rooted contradictions and problems in economic field of China,but also a fundamental policy to crack the structural imbalance of fruit industry development of Shandong Province,and could also to promote the achievement of new dynamic equilibrium.The development of fruit industry in Shandong needs to reform the agriculture from the supply side perspective by changing development mode and conception due to that the idea of relying solely on expanding the scale is out of date.Only through overall consideration of agricultural restructuring and the development of industrial chain equilibrium,correctly handle the relationship between investment increase and industrial benefit,continually improve the overall quality of the fruit industry and market competitiveness,can the fruit industry truly achieve the enhancement of quality and sustainable development.Based on the theories of comparative advantage,agricultural location,industrial structure evolution,this study analyzed the present situation and existing problems of the supply side of Shandong fruit industry,pointed out the influence factors of production,storage,transportation,processing and circulation in the fruit industry chain,constructed the competitiveness evaluation systemand put forward the countermeasures for the supply-side reform of Shandong fruit industry.The main conclusions are as follows:First,Shandong has a long history of cultivation of fruit trees,and it is the main province for fruit production in our country.Fruit production in all cities of Shandong Province has the advantages of geographical resources,fruit production zoning is becoming increasinglyprominent,the application of cultivation technology is widespread,the scale of industrialization is expanding,and exporteaning capacity is also increasing.However,compared with the advanced provinces in fruit industry,the existing problems for Shandong fruit industry chain are as follows:varieties structure is unreasonable in process,fruit safety production lost momentum,orchards fertility and benefit decline,cultivation system fall behind,industrial standardization and organization level and commercialization processing storage and processing levels are low In addition,science and technology popularization and technical training is difficult to carry out.Moreover,the organization of fruit products is low,and the roles of fruit association and cooperative function need to be put into play.The mechanism and social service system of the whole fruit industry chain are still need to be improved.By far,the research foundation of fruit safety production system is weak,the production insurance plan for fruit products is deficient,What is more corresponding policy support is lacking.Second,by analysis of the affecting factors of the fruit industry chain in Shandong Province,and through constructing the database library and mathematical model,this research analyzed the main process and important factor of competitiveness of the fruit industry chain in six provinces(cities)empirically,as a result,we brought forth the conclusion that fruit industry chain in Shandong Province is not perfect,and the development in all aspects of itis not balanced.Production process is the main affecting factor of the industrial chain of Shandong fruit products,storage and transportation links and the circulation is the secondary factors,regional advantages,fruit planting area,the scientific and technological quality of fruit growers,fruit yield and its market value are all important factors in determining the competitiveness.Uncoordinated development of these factors mentioned above will lead to inefficient connection among the production,storage and transportation,processing,and circulation,thus,the development of industrial chain will be hindered,and it is difficult to form an industrial development model that benefits win-win cooperation and risk sharing.Third,facing a rare opportunity for development,the fruit industry in Shandong has stepped into the key period of accelerating development and optimization and upgrading.Firstly,the level of production and technology should be improved in terms of variety structure,cultivation technology,infrastructure construction,mechanized production,intelligent application and technology training.Secondly,the whole development level of processing,storage,transportation and circulation of fruit industry in Shandong need to be upgraded through pioneering the raw material base,exploiting processed products,supporting the leading enterprises,perfecting the standardized packaging,expanding the domestic and foreign markets,and perfecting the moderm logistics system.Thirdly,we should accelerate the development of new professional cooperative organizations through mode innovation and explore a new fruit industry organization with "fruit growers+cooperatives+enterprises",so as to promote the upgrading of industrial organization processes.Finally,through the system innovation,we should establish practical and feasible plan of production insurance and industrial risk management,and establish the dual insurance of technology and system of production.In addition,we should strengthen information integration,set up an economic development database of fruit industry to track the trend of international economic development,strengthen situation assessment and industrial evaluation,and establish early warning mechanism of industrial safety.Through applying of the measures mentioned above,the modernization,scale,standardization and internationalization of fruit industry will be speed up,and a new historic leap will be achieved in the development of fruit industry in Shandong Province.
