| Today, global economy is highly integrated, the local government has already fully realized the important function that the new high-tech industry is in the local economic growth. However, in the course of developing the new high-tech industry, because of lacking the theory reference and guidance, numerous questions appear on choosing the suitable new high-tech industry to foster and develop. Shown as two respects outstandingly: On one hand , lacking the alternative to the new high-tech industry fostering and developing, all parts can't combine the resource advantage in this area , which cause resources to waste, there is no focal point in the industry development; On the other hand , lacking science and the mode to foster the key cultivation industries chosen, the result causes the unable whole joint-venture's source advantage, and can't form the competition advantage in the market competition, and can't go on the road of new and high technology industrialization finally..So, it is an important difficult problem in front of local governments that how they choose the new high-tech industry among numerous new high-tech industry, and which kind of modes will be taken to develop regional new high-tech industry. The main purpose is to offer certain theory for the fact that the local government develops the new high-tech industry in this article and studies the mode of probing into development of a kind of regional new high-tech industry — the new high-tech industry chain. This article combines the theory analysis with the real example together, and takes the method combined with qualitative analysis in quantitative analysis, and take on the theory discussion of planning of fostering the biological and medical industry chain of Shandong province. Taking every relevant department's basic data as analysis basis, this article use the Entropy Weight coefficient method to go on appraise decision analysis for our medical industry chains.
