With the deepening of economic globalization and the advance of Science and technology,the tradability of service has enhanced significantly.At present,scholars who devoted themselves to the field of services trade are mainly concentrating on the issues about market access and national treatment.At the same time,domestic regulation,where governments have greater independence,is lacking of proper attention.With the liberalization of services trade,reasonable domestic regulation will play a more and more important role in promoting the export of services and creating a favorable institutional environment for it.As a result,It is urgent to study different channels through which the reasonability of domestic regulation influences bilateral services trade and the influence degree.Combining related literature at home and abroad,this paper gives a definition of domestic regulation.Domestic Regulation is a series of laws and policies which is formulated and implemented by government for the purpose of managing and regulating services and services providers.After that,this paper points out that reasonable regulation should be appropriate and services providers can get access to it very easily.This paper also determines whether regulation is reasonable from two aspects:stringency of regulation and transparency of government policy-making.Through theoretical analysis,this study concludes that reasonable regulation can promote export of services by correcting market failure while unreasonable regulation may increase the cost of service-exporting enterprises and hinder export of services.What's more,regulatory heterogeneity between exporting-country and importing-country can form different mechanisms in influencing services export.Then,this paper describes the current situation of China's services trade and briefly discuss the specific regulatory measures that each service sector will face.What's more,this paper analyzes whether a specific country's regulation is reasonable.After that,with the help of a bilateral trade gravity model,using panel data of 36 China's export trade partner from 2005 to 2014,adding index which captures the reasonability of domestic regulation,the author accesses the impact of domestic regulation on China's service export.The result show that if China adopt a less stringent and more transparent regulation system,the scale of China's services export will expand.At the same,there is no significant effect on China's services export if export-target countries reduce the stringency of regulation and promote transparency of government policy-making.Finally,based on the theoretical and empirical study,this paper provides concrete countermeasures and suggestions from three aspects in order to promoting China's service export.To be specific,the government should improve the regulation system at home,speed up the regulation cooperation at the regional level,and use the multilateral framework to participate in the construction of regulation worldwide.
