With the progress of technology and the rapid development of economy,the contradiction between ecology and economy in industrial system is becoming increasingly prominent,which has become the bottleneck restricting the sustainable development of China's industrial eco-economic system.The optimum adjustment of the policy is an effective measure to solve the important problems faced by the industrial eco-economic system in China.It is also an effective way to promote the economic value and the high level synergy creation of ecological value.Therefore,it is of significant theoretical and practical value to study on the status quo of policy system,the optimization of innovation-driven policy system and the optimal allocation of policy mix to realize the sustainable development of industrial eco-economic system.The subject investigated is the policy system of industrial eco-economic system and this paper researches the influence of the policy system's optimized adjustment on the development of industrial eco-economic system.First of all,through the study the development actuality of China's industrial eco-economic system,it analyzes the shortcomings of the four angles of the current system in quality,efficiency,fairness and sustainability.Combined with the shortcomings of the existence and national innovation-driven development approach,the construction of industrial eco-economic system policy system is built.Then,the structural framework analysis of the policy system optimization is used,and the key policy combinations with certain structure are selected from the policy system.These policies include science and technology investment policy,employment policy,resource tax policy,environmental investment policy,environmental protection tax policy and so on.In order to simulate the key policy combinations,this paper establishes the system dynamics model of the policy system optimization of industrial eco-economic system by using the method of system dynamics.According to the internal operation mechanism of industrial eco-economic system,the model is divided into economic subsystem,resource subsystem and environment subsystem.After the completion of modeling,taking Jiangsu province as an example,according to historical data and the Thirteenth Five-Year Plan,the implementation of each policy is divided into three levels,and then 16 different levels of policy mix is obtained by using the orthogonal experiment.In terms of the simulation results of 16 policy combinations,each policy group is corresponding to different target scenarios,and the differentiation policy combination setting is achieved for different target scenarios.Among them,the target scenario is based on the green decoupling index,eco-development efficiency and GDP growth.The specific setting has a baseline scenario that does not alter the policy setting:a yellow scene representing a better economy or ecology,a blue scene representing a better economy and ecology and green scene with harmonious development of economic ecology.Finally,it gets the key policy mix configuration under the optimum situation and proposes the relevant policy.
