Research On Policy Of Regional Industrial Eco-economic System By Evaluation And Optimization

At present,China's development keep a critical stage of “three phases of superposition”.The contradiction between resource and environmental carrying capacity and economic development has become a key issue.As an important measure to adjust and protect the sustainable operation of industrial eco-economic systems,policy has played an important role for the realization of a high level of collaborative economic and ecological value creation.Therefore,it has a significant theoretical and practical value to analyze and evaluate the current status of policies.In this thesis,the policies were researched from the formulation to the implementation by the mechanism level.The policies of the industrial eco-economic system was regarded as the research objects.First of all,the reviews of domestic and foreign related to industrial eco-economic system and policy research were analyzed.Secondly,on the basis of previous studies,this thesis determined that the industrial policy should have the functions of resolving the system misalignment and ensuring the operating environment of the system.And the policy category matrix was constructed from the two dimensions of approach and role area.Conduct investigation of the effective operation policies of the Jiangsu industrial system and the key policy tools;Finally,the dissipative structure theory was used to evaluate the operation status of the system in Jiangsu Province and the key state variables were estimated.The logical relationship between policy and the mechanism through the variables.This dissertation uses the theory of dissipative structure to estimate the key state variables affecting the operation of industrial systems.Through the evaluation,it was concluded that the policies for the operation of the industrial system in Jiangsu Province were not smooth in the presence of policy information in terms of “quality”,and there was a conflict or overflow in policy formulation;In terms of “performance”,there were problems such as unclear policy goals and poor content.Analyze the nature of the problem and provide policymakers with more valuable optimization recommendations.
