Research On Evaluation Of Supplier Selection Andprocurement Process Optimization For Overseas Construction Project

With the development of economy,“opening to the outside world” becomes a basic policy of our country.By combining the "bringing in” and "going out" policy together,both traditional and emerging industries are fully open to the world,more and more Chinese enterprises go abroad.As the foreign investment and cooperation are developing rapidly,the scale of overseas project is also increasing.Therefore,as the number and scale of foreign procurement rising,the procurement management takes more and more important mission in the effective operation of enterprises,and the impact of procurement management on the competitiveness of enterprises have become increasingly prominent.Re-examining the procurement of professional and technical economic behavior,integrating the use of various resources in the process of purchasing management,adjusting and optimizing the procurement management strategy,would promote scientific and rational procurement,reduce procurement costs,and improve resource utilization efficiency of the whole supply chain.And it has become a very urgent and realistic theoretical issue as it would reduce the operating costs of enterprises;realize the maximization of enterprise profit.In this paper,based on the principle of enterprise benefit maximization,starting from the procurement management,logistics management,supply chain management theory,aiming at the status and characteristics of S company at present,through the questionnaire survey of experts,we summarize the evaluation of supplier selection and purchasing process is not perfect.Then 12 main problems is raised in five aspects of purchase process and purchase inventory management such as the procurement management system and mechanism,supplier management,procurement information system;four quadrant classification and ABC classification method are used respectively to classify the materials and equipment,to put forward the supplier management strategy according to the different categories of materials and equipment;selection index system is designed according to type A and type B/C of materials and equipment respectively,and AHP method(AHP)are used in selection on oxygen equipment supplier.With optimizing the purchasing management process,the procurement cycle and cost are reduced significantly by comparing the result of plan review technology(PERT).
