The Reverse Technology Spillovers And Absorptive Capacity Of OFDI In Northeastern Region

This paper used the data of three provinces in Northeast China from 2003 to 2011 to analyze.Firstly,we analyzed the status and regional differences in the development of foreign direct investment of Northeastern Region quantitatively.At present,foreign direct investment of provinces of Northeastern Region was growing rapidly.But there was still a big difference between them.We estimated the difference by OND index.The results showed that all three provinces fluctuations.The OND index of Hei longjiang Province higher than Jilin,Liaoning Province prior to 2009.After 2009,the two other provinces beyond Hei longjiang Province.In 2010,the OND index value gap between the highest and lowest maximum,we used the method of Malm quist-DEA based on DEA to calculate the Malm Quist index of three provinces in Northeast China from 2003 to 2011.On this basis,we carried out Hausman test.The results show that the technology spillover of foreign direct investment in Heilongjiang Province,Liaoning province did not exist,the technology spillover of foreign direct investment in Jilin Province existed.But the effect was not obvious.Again,I built absorptive capacity model to analyze empirically the influence of the seven indicators to the reverse technology spillover effect of foreign direct investment.Finally,in view of the present situation and main problems of Northeastern Region,we putted forward policy and recommendations to promote the development of reverse technology spillovers of OFDI and capacity of absorption.
