With the globalization development of the financial industry,financial security has become the premise condition for stable operation of the national economy.As the main body of China's financial industry,state-owned commercial banks dominate a large part of the market in our financial sector and become a representative signs.Various financial cases occurred frequently in recent years,proved the existence of substantive issues,and make us increasingly attach great attention to the country's financial security.One point which is very important is to improve the internal control of commercial banks.Research on internal controls about China's commercial banks started late,practicality and direction are not feasible enough.Therefore,we should further explore and study the possible improvements on internal controls of China's commercial banks,and put them into practice.Bank C represents China's four major state-owned commercial banks.Large state-owned commercial banks have the characteristics of large scale,personnel,business etc.There are still deficiencies in system implementation in the base lines.The risk of the occurrence of case exists in a certain extent.Some criminals make use of the characteristics of loose management,in order to take advantage of these management deficiencies in the base lines.Therefore,research on the internal control of state-owned commercial banks is particularly important.This article takes Heilongjiang branch of bank C as the study object,explore and study the existing problems of personal savings internal controls through the deposit loss case.The first part of this article introduces the related concepts of internal control and the development process of bank internal control,describe the case of the missing deposits occurred in bank C in detail;the second part is based on personal account opening internal controls of bank C's Heilongjiang branch,summarizes the deficiencies of internal control design and execution respectively,and conclude the causes of these deficiencies according to the five elements of internal control,then propose improvement strategies for both Heilongjiang branch of bank C and the regulatory authorities of government.The study in this article can play a role in improving and enhancing the ability of risk prevention for bank C's internal controls.At the same time,wish other sate-owned banks and minor banks could take this article as a reference for internal controls.
