Research On The Problems And Improvements Of Government Procurement Budget Management Of Hunan Provincial Meteorological Administration

Government procurement budget refers to the annual procurement plan approved by the unified procurement procedure and prepared by government administrative departments in accordance with the business development needs and tasks in a year.The government procurement budget actually is not an independent budget system,but a part of overall departmental budget and its budgetary funds are included in it.The establishment of new government procurement system brings a very important management process,the government procurement budget management.And scientific government procurement budget management is one of the most effective means to improve the comprehensive effect of government procurement.Hunan Provincial Meteorological Bureau is the central vertical management unit and its superior budget unit is China Meteorological Administration.This paper finds the low management level government procurement budget of Hunan Provincial Meteorological Bureau and many problems in the government procurement budget understanding,organization personnel arrangement,preparation,implementation,supervision and control based on the analysis of the government procurement budget management present situation of Hunan Provincial Meteorological Bureau.The paper puts forward many improvement measures:to strengthen the system construction and budget legal concept,set government procurement institution and personnel rationally,scientifically prepare the procurement budget,strengthen the budget preparation review and government procurement projects preparation,standardize the process of government procurement activities,establish government procurement budget performance appraisal system and business internal control system,enhance the government procurement budget information disclosure and social supervision and implement state-owned assets dynamic management based on the actual situation of Hunan Provincial Meteorological Bureau,the advanced experience of government procurement budget management in developed provinces and research results in recent years at home and abroad and according to the government procurement system laws and regulations in the country,Hunan and meteorological department.This paper enhances the supervision of government procurement activities from the source and improves the funds using efficiency and government procurement budget management level of national meteorological departments through combining the government procurement system of the national,local and meteorological departments with the actual situation of Hunan Provincial Meteorological Bureau,optimizing the government procurement budget management mode,preparing scientific and reasonable procurement budget and strengthening the budget binding and execution.
