The Research On Improving The Government Procurement Of Hunan Province

Government procurement is a complicated government behaviour andmarket-oriented economy activity which involves many fields(economy, society,environment, politics, culture, law) and various subjects(technical economics, publiceconomics, economic science, management, information economics and social science).Theorectically and practically speaking, it is a very heated project at present. Andmeanwhile, with the expansion of our country’s expenditure, its value is alsoincreasing. Government procurement has had over200years’ history, however it is stilla new regulation in China. During these years, despite the development of thisregulation, there are still some problems, for instance, insufficient acknowledgement,the narrow range of procurement, small scale of purchasing, weak implement of budgetcontrol, too much casuality, sick management mechanism and inproper standards forrunning the program. These problems, to some degree, do restrict the healthydevelopment of government procurement and require more study and better solutionsto solve them.By combining in and abroad theories and practice, this article introduces theprinciple, goal, pattern, way and direction of government procurementcomprehensively and systemticlly, furthermore, from the condition of Hunangovernment procurement and an individual case, this article also clearly summerizessome problems about procurement regulation and raises optimization strategies. Theessay stresses the issues about budgeting, regulatory mechanism and talents,meanwhile it does specific analysis of an individual case.By drawing lessons from thepractice of foreign government procurement and considering the actual situations ofHunan province, this essay gives detailed measures of government procument’s law,budgeting, accounting supervision, professional talents and informanization, trying tooffer more institutionalized, standardized, legalized practial suggetions of thepromotion of government procurement’s development and provide references for otherregion’s government procurement as well.
