Chinese Government E-Procurement And Discussion On Its Implementation Performance Appraisal

Since our government began to carry out the modern government procurement system pilot project at part region in 1996, traditional government procurement system can't be fit for requirement of the government procurement's quick development, as the scale and area of government procurement expand continually. The development and popularization of Information and Communication Technology provide the impetus and support for the reform of government procurement. E-procurement, as a new procurement mode, comes forth along with the appearance of the network. It applies the new information technology, and accomplishes the procurement process by Internet. It breaks the obstacle of the time and space, increases the information diaphaneity of government procurement, improves the procurement efficiency, reduces the procurement cost, and standardizes the procurement behavior. As a result, E-procurement has been adopted by Chinese and other governments as the reformational direction.Under our governmental tactic direction of"informationization drives industrialization"and impetus of relative policies, China governmental E-procurement develops vigorously and fruitfully. The E-procurement systems have been established in some provinces, cities and counties and have achieved outstanding successes. But because governmental E-procurement is still at primary stage, a lot obstacle and problems have been encountered. How to conduct the performance appraisal is the task which is desiderated to solve in the management of governmental procurement.This paper investigates the apparatus and abuse of traditional government procurement firstly, and indicates the development trends and effect of governmental E-procurement. Secondary, extract much experience by introducing characteristics of E-procurement system in abroad. And the construction of our governmental E-procurement is presented. The obstacle and relevant countermeasure of governmental E-procurement is analyzed. Follow it, Taken Nanjing government E-procurement as an example, implementation project of local government E-procurement is explained. Finally, Based on the theories and method of informatization domain and fruits of E-government appraisal, this paper try to establish an evaluation model and appraisal index system of E-procurement.
