| Paper industry is the Shandong light industry expenditure industry,paper industry is to promote rapid economic growth in Shandong leading industry,production and efficiency has been ranked first in the country for 19 consecutive years.,it has made tremendous contributions for the rapid development of Shandong's economy.But it is also facing many problems such as energy,resources and environment in the process of development,at the same time,the paper industry is also a lack of significant results in the development of new products and new technology;to a certain extent,it has a hinder role in the development of paper industry.Therefore,the government and the papermaking enterprises,should be calm in the face of the status quo,in-depth analysis of the reasons,through the transformation of the mode of development,vigorously carry out structural adjustment and industrial upgrading,means to improve the technical innovation ability to speed up the implementation of transformation of industry upgrading.In this paper,It combined with management,economics,papermaking,economic development and industrial restructuring,industrial upgrading and other theoretical knowledge,based on the goal of sustainable development of green health,it will Shandong paper industry as a research object.Based on the summary of domestic and foreign scholars' research on paper industry,combined with the current situation and problems of Shandong paper transformation and upgrading,It has 24 kinds of subjective and objective indexes of the comprehensive evaluation index system of the four kinds of the four layers are constructed,using delphy expert scoring method,the two indexes of the same attribute were compared.Then use the analytic hierarchy process to determine the weight of each index,to determine the importance of the transformation and upgrading of Shandong paper indicators.At last,the present value and target value of each index are obtained by a certain method,the integrated distance value of the target value and the present value is calculated by the method of integrated distance.Shandong paper industry transformation and upgrading has higher degree of development,and Shandong paper economy continued to rise steadily,but in the process of economic development,resources,environment and innovation in four areas of development is not balanced,under the combined action of these factors,the development level of Shandong paper industry transformation and upgrading also has acertain room for growth.Through the comprehensive analysis of the paper industry in Shandong,we has to achieve the transformation and upgrading of the three paths: the path of upgrading the industrial chain,the cycle of development path,the path of technological innovation alliance.Finally,in order to speed up the transformation and upgrading of the paper industry in Shandong,the paper puts forward some suggestions and policies.In this paper,the analytic hierarchy process(AHP)and the integrated distance method are applied to the paper,it not only enrich the content of the industrial transformation and upgrading,but also to develop a new path for the further transformation and upgrading of the paper industry,the future direction of the development of the paper industry is more clear,it has a very important practical significance,but also It is for the transformation and upgrading of other industries to provide a reference and inspiration. |
