Forty years have passed since the reform and opening-up,with the rapid development of the economy in China,on the one hand,the environmental problems have faced a severe situation and the total discharge volume of various air pollutants has been staying in a higher level,which is caused from the exhaustive exploitation and utilization of fossil energy.On the other hand,the huge energy consumption for rapid economy development has large gap with the existing energy reserve in our country.Meanwhile,the energy efficiency is low in our country,the energy utilization structure is unreasonable and the energy technology is backward,which will directly restrict the better and quicker development of the economy in our country,therefore,we should reduce the energy utilization intensity and enhance the energy efficiency.The technical progress is taken as the most important factor for energy utilization intensity and is the hotspot for theoretical discussion and policy orientation.Firstly,the paper reviews the literatures related to the energy-orientated technical progress,calculation on the full-factor energy efficiency and the connection between the energy-orientation technical progress and energy efficiency.The existing literatures show that the technical progress in our country is energy-orientated,while some European and American scholars make calculations on the energy-orientated technical progress based on the existing data.However,from the perspective of the calculation on the energy-orientated technical progress,our country is still in the start-up stage,only a few scholars make calculations on the energy-orientated technical progress in our country based on the industrial manufacturing data.From the perspective of the relationship between the energy-orientation technical progress and energy efficiency,most researches have also prove that the enhancement in the energy-orientated technical progress will be beneficial for the further improvement of energy efficiency.Based on reviewing the related literature researches on the energy-orientated technical progress,the paper,firstly,integrates the two factors of labor and energy to compose the non-energy factors through the C-D function,and then establishes the double nesting for the energy and non-energy factors.Besides,it establishes the imultaneous equations model based on the panel data from 1996 to 2012 in our country,and obtain the coefficient by adopting the estimation method of "SUR" thus to get the substitution elasticity between the energy factors and non-energy factors and then calculate the energy-orientated technical progress and medium-level technical progress.It can be found based on the researches that the substitution elasticity between the energy factors and non-energy factors in the three major regions in our country is respectively 0.4144,0.2394 and 0.0004.besides,the gap between the energy-orientated technical progress and medium-level technical progress is gradually enlarging with the times going.Afterwards,the paper estimates the energy efficiency of different regions in our country based on the method of DEA.The vector autoregressive model is used to study the relationship between the energy efficiency of all elements,the size of energy biased technological progress and the energy price.In addition,the article also uses the revised error model to influence the influence of various factors on energy efficiency in three different regions,so to lay a theoretical foundation for the formulation of regional energy policy.The findings include the following:(i)The substitution elasticity between the energy factors and non-energy factors in our country from 1996 to 2012 was 0.167,which presented a complementary relationship,besides,the development level of the non-energy factor technical progress was obviously higher than that of energy factor technical progress,therefore,the overall presentation of the technical progress from 1996 to 2012 was the energy-orientated technical progress,namely,the energy factors were utilized more in the production.Meanwhile,it can be known by contrasting the development data of the three major regions that the substitution effect between the two factors in the western areas was weakest.(ii)Between 1996 and 2012,China's overall energy efficiency was 0.75,with energy in the eastern region significantly stronger than the central and western regions.Indicating that China's energy efficiency,especially in the western region of the energy efficiency there is still much room for improvement.(iii)Energy bias type of technological progress level,energy efficiency and price of the relationship between the three has been relatively stable.There is a strong positive correlation between the energy-orientated technical progress and medium-level technical progress.In particular,the influence of the eastern region is more significant than that on other regions.
