The downward trend of energy intensity is descent sharply at first, then decline slowly, in 2003 or so, it sees a slight increase. Through preprocess of energy intensity time series, we find out it is an unsteady white noise series, it then become steady by two-set difference method. We find that energy efficiency has possibility of further improvement through forecasting the established model.Secondly, we study the action mechanism technology progress on energy efficiency. By improving and innovating energy equipment, optimizing economic structure, and proliferating beneficial of technology and competition. When studying the influence of technological progress on energy efficiency, I establish a metric model about the major indicators of technological progress, which include the expenditure on research and development, foreign direct investment, human capital, and movement of foreign technology. The result indicate that except the expenditure on R&D and FDI bear out a one-way cause-and-effect relationship, the rest two variable have an inconspicuous influence on energy efficiency.Thirdly, this essay study the interaction between energy efficiency and market-oriented of energy. Because of the circumstance of monoploy, unreasonrable price mechnism, and unclearly identified property ownership in the energy market, energy effficiency is low, it make market-oriented reform of energy necessary. Also, I find out the action mechnism of market-oriented energy to energy efficiency, market-oriented energy promote energy efficiency through many methods, includes the change of industry and enterprises by advancing technology.At last, by studying the mechanism of improving energy efficiency, this essay posed that the government should play a role on macro regulation, regulate the order of market-oriented energy, and safeguard the effective operation of market. The essay also put forward to establish the market-oriented mechanism of technology progress to increase energy efficiency, improve the mechanism of investment and financing system through internal and external financing methods, and enhance energy efficiency by improving energy market and its deal mechanism to promote energy market competition and the conservative use of energy.
