Today, energy has become the basic strategic resources of social economy systemtogether with the labor force and capital. In the past decades, the growth speed ofenergy consumption was always faster than that of energy production. What's worse,the gap between energy supply and demand is even bigger. From another researchaspect, the contradiction between the unhealthy energy developing and using ways andlow energy efficiency can't adapt to the social sustainable development is more critical.More pollutants which were produced in the process of energy product and consumebring more environmental pressure. The analysis of three aspects which includes thereality, energy efficiency and environmental pressure have indicated that it's necessaryto improve our country's energy efficiency rely on the technical progress to cope withthe seriously energy shortage and environmental issue.However, it's necessary to answer these following essential questions if we want toanalyze how generalized technical progress to effect energy efficiency:"What's thegeneralized technical progress and energy efficiency?" How about China's technicallevel and energy efficiency?" and "What's the driving forces in the technical progress toeffect the energy?" and so on. This paper is an empirical analysis which driven by thesementioned practical problems. Due to the non-parametric Data Envelopment AnalysisModel and ARDL method, combined with the regional economic and energy economictheories, we constructed the energy efficiency model under total factor productivityframework. This indicator can also be used to evaluate the relative utilization efficiencyscore,mechanism and direction during the production process for different DecisionMaking Units(DMU).Then the econometric model which incorporates explanationvariables can be employed to measure each one's contribution of technical factors to thediversity of the energy efficiency.The main contributions of this paper are concluded as follows: Firstly, the dataused in the empirical analysis. Several different editions of material capital stock existedwhich were estimated by researchers because the national statistical bureau didn'tpublish the authoritative data. Although most researchers announced that they estimatethe data by the way of PIM, it's not the fact. One character of this paper is the way to calculate the material capital stock which was based on PIM. Secondly, we try somenew methods to do the research. Aimed at formerly papers' deficiencies, this paperestimate the total-factor energy efficiency and technical efficiency index by the newway of non-parameter Malmquist index in the model of DEA. Lastly, we makevaluations and explanations about the differences in energy efficiency between differentprovinces. The conclusions provide scientific backgrounds for those areas to improvetheir energy efficiency and narrow the gap. The calculation of rebound effect on energyefficiency supply new evidence for the further research in this academic field.
