The central government has always attached great importance to food security issues and carried out a series of food policy reforms,but which has also made significant achievements.But it can't be denied that there are many problems in the current food security,Among which a large number of imported food led to domestic grain production,circulation,storage three systems are not coordinated,resulting in ‘ three high' superposition.In this ‘ three high' superimposed background,with the rise of labor costs in China,RMB appreciation in the currency trade,domestic and international food price gap will continue to widen,grain import power will be further enhanced.According to customs statistics,in 2015,China was imports of food 124.775 million tons(including cereals,beans and potatoes),an increase of 24.351 million tons over the previous year,an increase of 24.2%.This shows China's heavy dependence on food imports.However,China as the world's most populous country,food demand is great,at the same time,due to reduced arable land resources,science and technology,aging population,China's food security the problems is are increasingly evident in wheat,rice,corn the three main grain prices have dropped year on year,but the price was still significantly higher than the international market.China's grain imports continue to increase in 2015,while grain exports continue to decline.The structure of grain imports is also relativel y simple and the importing countries are relatively concentrated.This paper reflects the status of China's grain imports through three aspects,the surge in the total grain output from China,the surge in the structure of grain and the concentration of the country of origin of imports in recent years,and analyzes the reasons of the surge can't meet the growth of consumer demand,a large price difference between domestic and foreign food,China's trade guidance mechanism the surge in food imports,national policy factors,then the paper studies the problems result from the surge in grain imports on domestic grain market such as a stagnant grain market which damages the interest of farmers,domestic food security risk,a greater burden of domestic grain storage and a heavy pressure on domestic food processing enterprises.Finally this paper proposes several solutions to the problems above mentioned,to begin with,moderate grain imports to balance the relationship between grain imports and domestic stock,secondly,the implementation of the going-out strategy to help establish the global grain import market system,thirdly,improvement of all-round agricultural productivity to encourage farmer's enthusiasm to grow grain,finally,distribution of grain import risks to ensure dom estic food security.
