College graduates as the important carrier of human capital for the choice of employment regions,especially the choice of employment relative to the source of students reflects the interregional flow of human capital(intellectual capital).The overflow of college graduates along with this flow will have a significant impact on the regional innovation and economic growth.From the perspective of theory and practice,the benefits spillover effect of higher education will inevitably affect the enthusiasm of regional authorities supporting the higher education fiscally,the government as the main undertaker of the cost of higher education,whether it is able to fulfill their duties or not,has significant impact on the steady development of our higher education and the fairness of education.This paper which takes the benefits spillover among provinces as the research object,aims to achieve the basic purpose that providing a new thought to analysis and theoretical reference on the authority division of higher education among governments.In this paper,the research thought and main content include: to begin with,carding the relevant research status of higher education,defining the relevant concepts and expounding the relevant theory foundation;additionally,concentrating on studying the benefits spillover of higher education among provinces,respectively from the perspective of theoretical and empirical research,on the basis of the current situation analysis in higher education and of incomes existing regional characteristics;finally,further analyzing the division of the authorities of higher education in our country,then putting forward to its positioning basis-the benefits spillover of higher education.Draw the following conclusions through the analyzing:(1)The benefits spillover of China's higher education among provinces directly manifests that less developed areas in economy are the places of net spillover of the benefits of higher education,while the developed areas are the places of the net spillthe benefits of higher education.(2)There are problems existing in the division of authorities of higher education investment in our country,mainly showing that the central government in higher education investment is not only offside but absent,and the local government in higher education investment is not only deficient but excessive.Firstly,China's higher education of the central investment excessively concentrates on the developed areas in economy,and the responsibility of investment has the problem of offside,while the responsibility of investment is relatively insufficient in the less developed areas in economy.Secondly,the degree of local government investment in the economic developed areas is lower than economic less developed areas.(3)In the area of higher education investment,our country lacks of responsibility localization under the perspective of higher education spillover and the corresponding transfer payment security.Based on the above research conclusion,the paper finally puts forward to the corresponding policy recommendations between government from the perspective of authority division in higher education and transfer payment.
