Differential Analysis Between The Approved Investment Value And The Actual Financing Value In Nuclear Power Plant

The economy of the nuclear power plant has been widely concerned with the release of the nuclear benchmark price policy.But there is a abnormal condition observed frequently in the domain of domestic Nuclear Power Plant construction,that is the gap between the approved investment value and the actual financing value.It was happened in large numbers of projects,which covers a wide range from the 1st one after the implementation of Approval System i.e.No.1-4 Unit in Liaoning Hongyanhe Nuclear Power Plant till the No.3-4 Unit in Tianwan Nuclear Power Plant,which was evaluated recently.This situation brings great difficulties to the construction course,investment control and negative influence to the entire nuclear electricity industry.This paper analyses the reasons of the gap between the approved investment value and the actual financing value from the aspecets of the structure,procedure,policy,management,subjective consciousness,etc.Upon detailed analysis of the aforesaid gap and its root,this article provides corresponding solution and recommendation for the investment control in the course of design,construction and procurement of nuclear power plant project so as to improve the cost-effectiveness and increase the competitiveness.Many reasons are found to have influence on the gap between the approved investment value and the actual financing value by investigating the nuclear power project characteristics and the feature of its cost,such as the incomplete industry standard,unfixed design,insufficient operating reserves,inadequate policy support,chaotic management system,weak investment control consciousness and so on.Through the anslysis of the roots,corresponding solutions are suggested in this paper.For the structure,we can inprove the technical and economic standard of the nuclear power industry.Concerning the procedure,we should adjust the approval strategy.As to the policy,the price adjustment mechanism should be established.For the management and subjective consciousness,we should strengthen the project cost manangment and investment control concept.Besides make a standardized and optimal design,choose a reasonable technical route,improve the competition and localization are also effective to control the actual financing value.
