Port city is the amphibious transportation and logistics hub,occupies the very important status in a country's national economy,has a national "portal" and "hub"transportation,and is in the forefront of China's opening to the outside areas.As the bridgehead of the maritime silk road of China,the port city is also the Marine coachman driving economy in the background of "the Belt And Road".As the necessary gateway for the 21st century maritime Silk Road and the necessary gateway to Asia,Europe and the Americas,the port city is very important for the strategic significance of China's future development.The study of port city of sustainable development ability also has very important significance,on the one hand,the competition between port cities to a certain extent to promote the port city of efficient operation of the power,the port city of only consolidate and enhance the sustainability of itself,that maintain a good ecological system,high-speed efficiency,advanced city and port facilities,to attract international within the scope of social and economic investment,and gradually become a regional or international shipping hub and distribution center.Therefore,the research on the sustainable development ability of port cities is very important for the port city to improve its own ability and gain a core position in domestic and foreign competition.On the other hand,the rise and fall of the port city is not only about the port city itself,but also about the surrounding cities and industries.Port city compared to the general city,opening to the outside world was significantly higher and has more obvious location advantage,faster than other cities to participate in the international division of labor,also can become a bridge of general city opening to the outside world,under the premise of in the international market as the guidance,in the inland city to accelerate collaboration,form multi-level opening pattern,promote the development of inland cities.Currently,however,few studies from the Angle of environment sustainable development of the port city of building framework and choose reasonable evaluation model for the evaluation,and targeted to solve present problems of the port city of sustainable development ability,so from the perspective of human settlements,the port city to study the sustainable development ability is very significant.Based on port city as the research object,this paper from the living environment to establish the sustainable development of the port city of peculiar ability evaluation framework,and through the genetic algorithm to optimize neural network model,to evaluate the sustainable development of the port city of ability,puts forward solutions according to the evaluation results,this article details as shown below.First of all,according to the living environment of the scientific theory put forward by Mr.Wu Liangyong port city sustainable development ability evaluation framework can be divided into five systems,natural systems,human systems respectively,the social system,residential system and support system,to research and analyze each system sustainable development ability,according to the factors affect the ability of the port city of sustainable as well as the principle of index selection,extracted the five systems of the communist party of China 22 height index build port city sustainable development ability index evaluation system.Second,select the GA-BP neural network model to the port city of sustainable development ability evaluation framework for empirical analysis,the optimized genetic algorithm of BP neural network,neural network model of relative single,multiple index system for evaluation,the output is more stable,the algorithm program needs time is shorter.Third,according to the above GA-BP neural network model and the port city of index system of sustainable development ability,collected from 2010 to 2015 in Dalian since the relevant index data,makes an empirical analysis of Dalian city,it is concluded that Dalian city sustainable development ability of the overall score,and natural systems,human system,social system,residential system and support system five score.The overall score of sustainable development ability of Dalian city is 74.97,and the sustainable development ability of Dalian city is in basic coordination and sustainable development ability.The maximum rating of residential system is 95.34,which is strong and sustainable.The human system and the natural system center are respectively 87.87 and 79.7 respectively,which are of medium and sustainable development.The support system scored a low of 59.35,and the social system scored a lowest score of 52.58.Both systems were weak and sustainable,and there was a great improvement in space.Then,according to the total and five system scores of the demonstration,the empirical results of the five systems are analyzed,and the deficiency of Dalian city's ability of sustainable development is found.According to the shortcomings of the analysis,the corresponding countermeasures and Suggestions are put forward.Finally,the shortcoming of this paper is prospected.The research needs to be further studied and the future research needs to be studied.This article has the innovation in the research content,selected the living environment in the port city of sustainable development ability evaluation,and is generally divided into regional sustainability evaluation,there are few,according to the particularity of the port city and port city sustainable building ability evaluation system.Pay attention to the port city of its own development situation analysis,in the construction of the port city of evaluation index system of sustainable development capacity,according to the relationship between port and city,and living environment theory to select the port cargo throughput,2 kinds of water quality standard seawater placeholder proportion peculiar to port cities such as evaluation index,evaluation of the sustainable development of the port city of their own ability.In urban sustainable development,on the basis of the overall level of the port city of give attention to two or more things in natural systems,human systems,social system,residential system and support system of the five degree of equilibrium system performance.In selecting the evaluation model of sustainable development capacity of port cities,the BP neural network model optimized by genetic algorithm is used to evaluate the index system of sustainable development capacity of port cities.Less research has been used to evaluate the sustainable capacity of cities,and the evaluation results can be more stable and accurate compared with other evaluation methods.
