With the implementation of the innovation-driven development strategy,Shandong province implements the central directive to speed up economic transformation,Scientific and technological innovation is an important link of economic structure transformation,and gradually develops into the main driving force of economic development in shandong province.However,the cost of scientific and technological innovation is relatively high.Besides the input of enterprises,it also needs the strong support of government finance to ensure that scientific and technological innovation has a healthy external environment and perfect infrastructure.Although in shandong province all levels of government attaches great importance to the development of science and technology,and strengthen financial technology spending year by year,there are still low efficiency of fiscal expenditure of science and technology,which further affects the transformation of the economy as a whole in shandong province.In recent years,many scholars have studied the efficiency of fiscal scientific and technical expenditure expenditure in various countries,but there is very little literature on the efficiency and influencing factors of fiscal scientific and technical expenditure expenditure in Shandong province.First of all,this paper review the fiscal expenditure efficiency of science and technology literature at home and abroad,carry on the definition of the "fiscal spending on science and technology" and "fiscal expenditure efficiency of science and technology",which is theoretical basis for later empirical analysis.Secondly,this paper analysis the current situation of fiscal expenditure of science and technology of shandong province,select panel data of 17 cities in shandong province in 2007-2016,combine with the CCR and BCC model,use DEA method to evaluate overall,around the city in shandong province and the regional fiscal expenditure efficiency of science and technology,analyze the technical efficiency,pure technical efficiency and scale efficiency and scale reward stage.Then,the paper perform the stability test for all regression variables,put forward the influence factor hypothesis,and apply the Tobit method for regression analysis.Finally,based on the results of efficiency evaluation and analysis of influencing factors,this paper puts forward some policy suggestions on the efficiency of fiscal expenditure for science and technology in Shandong province.The main conclusions of this paper are :(1)The total expenditure of fiscal science and technology in shandong province increases year by year,and the financial science and technology support is constantly strengthened.(2)The overall fiscal expenditure for science and technology in shandong province is not high and shows a trend of fluctuation,but the fluctuation range is not big.(3)The efficiency level of financial expenditure for science and technology in the same year in different cities and cities in shandong province showed obvious differences.(4)Most of the financial expenditures for science and technology in shandong province and other cities are in the phase of diminishing returns.(5)The degree of fiscal decentralization,the size of government,financial support have negative correlatio with fiscal expenditure efficiency for science and technology,and marketization level,education level,openness have positive correlation with fiscal expenditure efficiency for science and technology.This paper puts forward the following Suggestions :(1)Controling reasonably the scale of financial technology expenditure;(2)Governments at all levels should strengthen effective management of financial science and technology funds;(3)Accelerating the marketization process and improving the efficiency of resource allocation;(4)Improve the overall education level and strengthen the supervision of government expenditure.
