Research On The Current Situation And Countermeasures Of Government Public Health Expenditure In China

Health is an important physical quality standard,it is not only related to the personal life of health,survival and life,but also has an important influence on the national economic and social development,because health is the indispensable important capital of the state and society as well as the most important capital,it is so-called "the most expensive one in twenty-first Century".In recent years,China's economic development mode has made rapid development of China's economy,but it has brought great hidden trouble to human settlements,and even some problems affecting national health have emerged.The deterioration of the natural environment,the occurrence of new infectious diseases and the haze sweeping across the whole country,not only that bring psychological panic to the citizens,but also bring about physiological discomfort and loss of financial and material resources.With the continuous development of China's economy,continuous development of the "Service-Oriented Government",the state has increased the area of people's livelihood.In recent years,the area of people's livelihood investment in the continuous strengthening of health problems as one of the three major livelihood issues in China in recent years,the government's total investment continues to expand,but with the Government Health Expenditure increasing in China year by year,the expenditure results still needs to be further improved,there is a gap between the developed countries and the level of Public Health.Overall,the current financial support to the government of Public Health is still insufficient,Public Health Expenditure accounted for the fiscal expenditure,total Health Expenditure and the proportion of GDP relative to developed countries is smaller,the government health division of powers and expenditure responsibilities has neither formed a clear framework and nor legal basis,causing the implementation of Public Health Expenditure between governments is not balanced.These problems caused the development of China's entire public health level slowly.According to the data collection and comparison,this paper makes a systematic analysis of the current state of Government Public Health Expenditure.The main results mainly from the scale,structure,public health expenditure of our government to carry on the analysis,select the relevant indicators compared with the developed countries,and the analysis of regional expenditure level of fairness,pointed out that the current public health expenditure of our government problems,mainly include the following: lack of government general public health investment;government public health powers and expenditure responsibilities are not clear,the lack of legal basis for expenditure;imperfect relevant system leads to low efficiency;the imbalance caused by the area between the public health differences in the level of regional financial support.These problems have concentrated on and stagnant the level of public health in our country.After analyzing the problems of Government Public Health Expenditure,this paper investigates its root and analyzes the causes of these problems.Overall,the causes of these problems is the summary of the main Public Health Expenditure,financial support,insufficient financial funds in each area and each subject sub distribution imbalance,the use of fiscal funds on the basis of scientific basis for the government is not clear based on the public finance perspective,and it defects normative legal.Combined with the actual situation of our country and the experience of foreign developed countries further put forward to establish the leading position of the Government Public Health Expenditure and scientifically determine the size and the total range of public health expenditure structure,rational division of health at all levels of government powers and expenditure responsibilities,and put forward the perfect government public expenditure and transfer payment system,the use of funds related to the system the assessment system recommendations.Scientific public health financial expenditure is determined scientifically to promote the development of China's health and the level of public health in China.
