Research On The Equity Of Public Health Expenditure In China Based On The Regional Comparative Dimension

Since reform and opening up,Chinese economy has maintained steady and fast growth,the neglect of equity result in a series of problem in the equity of public health.There are outstanding regional differences in Chinese public health,the level of public health services differs among regions and social classes.The party and state pay high attention to social equity,The Third Plenary Session of the 18 th central committee emphasized the importance of promoting social equity.As the public health closely relates to our lives,the equity of public health means a lot to the social equity.Thus improving the equity of public health means a lot to people's daily life.This paper analyzes the equity and its trend of public health through Gini coefficient via the statistical caliber from government budgetary expenditure on health.And I come to a conclusion that: the equity of China's public health on the year of 2013 has already reached a pretty high standard and keeps going up.For further analyses,this paper has adopted a more accurate indicator—Theil coefficient to analyze the equity of public health in China by dividing it into three parts,including the East,the Middle and the West.Through the analyze,I find that the equity of public health in China has been going up in the last decades.However,the East region has always been in a good position,while the Middle region are always the underdogs.Thanks to the financial assistance,the West region changed its unfavorable position into good position in the year of 2009.And this paper further decomposes the Theil coefficient to calculate single city's contribution value to Theil coefficient individually,which come to the conclusion that Beijing and Shanghai are the main district lead to the inequity in the East region,while Tibet and Xinjiang are the main district lead to the inequity in the West region.This paper also tries to analysis the reason of the inequity of public health in China from different aspects,such as,the imbalance development of economic of regions,And for this reasons I put forward some suggestions for reference,such as,to improve the fiscal system,complete the transfer payment system,enhance the supervision.
