Over the past four decades since the reform and opening up,China has achieved a great leap from standing up,becoming rich,and strengthening.The living standards of the people have been continuously improved,but the problem of the income gap between urban and rural residents still exists.The rapid development of urban economy and the backwardness of rural development coexist,and the unbalanced status of urban and rural development has become an impediment to China ' s realization of common prosperity for all people and the building of a modern economy.Fiscal policy is an important means of government regulation.The narrowing of the income gap between urban and rural residents requires government regulation.A reasonable scale and structure of fiscal expenditure and a sound tax system can increase expenditure efficiency and balance income distribution,thereby narrowing the income gap between urban and rural residents.At present,the income disparity between urban and rural residents in Yunnan Province still exists and is higher than the national average.This paper analyzes the income disparity between urban and rural residents in Yunnan from the perspective of fiscal expenditure structure and tax revenue levels.Began to sort out the domestic and foreign literature first and describe some theories about the research needs.On this basis,it analyzes the operating principles of the tax revenue policy and fiscal expenditure policy when adjusting the income gap between urban and rural residents.Specifically analyzes the operating principles of fiscal general public service expenditures,fiscal expenditure on agriculture,expenditures on science,education,culture and culture,social security and employment expenditures,and income gaps in tax revenue adjustment.Secondly,the status quo of income disparity between urban and rural residents in Yunnan Province was statistically analyzed,and a statistical comparison was made between the vertical and horizontal angles and the national average.Again,the empirical part uses the VEC model to analyze the specific impacts of fiscal general public service expenditures,fiscal support expenditures,expenditures on science,education,culture and culture,social security and employment expenditures and tax revenues on the income gap between urban and rural residents,and the degree of influence and adjustment of each variable.The contribution of the urban-rural income gap has been compared and analyzed.The empirical results show that Yunnan's fiscal general public service expenditure and expenditure on science,education,culture,and culture play an expanding role in the income gap between urban and rural residents;fiscal expenditure on agriculture,social security and employment expenditures,and tax revenue levels can play a role in narrowing the income gap between urban and rural residents.The results show that the fiscal expenditure structure in Yunnan Province is not perfect and the tax structure needs to be optimized.Finally,based on the results of the analysis and the actual situation,it puts forward reliable suggestions to provide reference value for Yunnan Province to formulate relevant fiscal policies.
