Research On The Supervision Of Medical Insurance Fund In Langfang City

As the material basis and financial support of the whole medical insurance system,the medical insurance fund,like a chancellor,provides a strong backing support for the development of medical and health services in China.Whether the medical insurance fund can get reasonable supervision and operation is related to the protection of the vital interests of each insured person,and even the long-term stability of the whole society.In the use of medical insurance fund,it is the primary goal of the medical insurance management to take reasonable measures to supervise it,to consolidate the status of the "Guardian" and the "provider" of the more advanced medical service as the legal interests of the insured.However,due to the late start of medical insurance system in China,the safety of medical insurance fund has not been fully valued.The State Council's opinions on the trial of the social insurance fund budget issued in 2010 marked the formal establishment of the budget management system of China's social security fund.At the end of 2013,the office of the Ministry of human resources and social security issued the notice on the regulations for the control of total pay for medical insurance,marking the beginning of our country's attention to the supervision of the medical insurance fund and trying to institutionalize it and standardize it.In recent years,the effective supervision of the health insurance fund by the state has made the illegal rate of the medical insurance fund decline greatly.This achievement is an extremely important part in the construction of the social security system in China,which is of historic significance.However,there are also shortcomings in the achievements,such as the disorder of the drug market,the unregulated pricing of drugs and the acceleration of the aging trend of the population to bring full pressure on the payment of medical insurance funds.Many scholars have different views on medical insurance funds,and therefore have written many different articles,but most of their research is based on the national macro level,or for the local actual situation.For Langfang,the research on the management of medical insurance funds according to local conditions is almost not.This paper mainly collects the actual information and objective data of Langfang medical insurance fund,collects and summarizes the excellent experience of fund supervision at home and abroad,compares and analyses both of them,and puts forward some improved suggestions for the medical insurance center of Langfang and enriches the theory construction related to the supervision system of medical insurance fund in Langfang.The actual supervision work provides theoretical support.This article is divided into six parts,first of all,in the introduction of the beginning of the article,the purpose of the study,the significance of the research,the methods and ideas of the research are expounded,and the main contents of the full text are explained at the macro level.Then,it summarizes the views and experiences of some experts and scholars at home and abroad on the supervision of medical insurance fund,and supports the theory of information asymmetry,public finance theory and administrative organization theory as the theoretical support of the research.Then the current situation of Langfang medical insurance fund supervision is expounded,and the supervision experience of medical insurance fund in Huzhou,Tianjin,Chengdu and the United States,Japan and Germany is introduced.On the basis of the actual situation in Langfang,the feasibility of the measures is discussed.Finally,in the last part of the article,we put forward the countermeasures to improve the supervision of the medical insurance fund in Langfang:establish the supervision and operation system and the system standard of the medical insurance fund;to innovate the supervision form of the medical insurance fund;to improve the personnel's business level of the regulatory agency;and to encourage the supervision of the public.
