Research On Energy Conservation Management Of Public Institutions In Shandong Province

The construction of ecological civilization is a fundamental task for people's well-beings and nation's future prosperity.With the fact that China's economy is developing steadily and rapidly as well as the industrialization and urbanization continue to make progress,it is accompanied by the constant growth of energy consumption.Worse,the excessive exploitation of resources and the series waste of energy render us increasingly aware of the energy on which we depend for survival and development is on the decline.As the largest developing country in the world,China's energy situation is not optimistic with the low energy efficiency and backward technologies and equipment.Therefore,it is high time that we should control the totality on energy consumption and strengthen energy conservation.Industry,construction,transportation and public institutions are the four key areas of energy conservation and emission reduction.Public institutions,as one of the key areas in the whole society's energy conservation with great potentials,feature higher energy consumption per capita and per unit area than the counterparts of developed countries.Meanwhile,public institutions,as the energy-saving policy makers and performers,have a leading and model role in energy conservation and emission reduction of the whole society,not only covering a wide range with large amount and great influence,but also generating social effects.It is of great significance to reduce the financial resources waste and guide the whole society to preserve resources.Shandong is not only a large industrial and populous province,but also a large one of energy consumption,so energy saving is pressing.According to the energy and resource saving'work of Shandong public institutions,this paper analyzes the energy consumption of public institutions from 2010 to 2016,exploring the problems within the energy conservation management of public institutions and proposing solutions and suggestions to the energy conservation management of Shandong public institutions.This paper gives step-by-step remedies to the tough problems of public institutions' energy conservation and explores the construction of the long-effect mechanism,which finally enables the public institutions to act as a leading role in energy conservation and creates new prospects of public institutions to carry out energy-saving work.The paper is divided into five parts.The first part introduces the research background and significance of energy management in public institutions,and introduces the research status of energy management in public institutions both at home and abroad.The second part elaborates the core concepts and basic problems of the energy conservation of public institutions,and introduces the core concepts,the management theory and the relevant laws and regulations of the energy management of public institutions.In the third part,this paper analyzes the energy consumption and energy characteristics of public institutions in Shandong Province by analyzing the large number of single-hand data of energy management in public institutions in Shandong Province from 2010 to 2016,and summarizes the important practices of energy management in public institutions in Shandong Province in recent years.The fourth part explores the problems existing in the energy conservation management of public institutions in Shandong Province and its deep-seated reasons.From the energy-saving management system,energy-saving management personnel,energy-saving management and energy-saving management of basic work and other aspects of the existing problems in Shandong Province,and based on the actual situation profound analysis of the causes of these problems.The fifth part,closely related to the problems in the energy management of public institutions in Shandong Province,from the aspects of energy-saving management system,energy-saving management basic work,broaden the financing channels of energy-saving management,improve the level of energy-saving management,and play the role of financial capital incentive and restraint,And promote the corresponding measures and suggestions on the energy management of public institutions in Shandong Province.
