Study On Energy-saving Management Of Public Institutions In Jiangsu Province

Energy conservation of public institutions is an important part of energy conservation and emission reduction,as well as an important content of ecological civilization construction.Thorough going efforts to promote energy saving in public institutions is a new era of socialism with Chinese characteristics for the implementation of the "Xi Thoughts",adhere to innovation,coordination,the development of green,open and sharing ideas,it also helps to speed up the construction of resource saving and environment friendly society of key initiatives.As the construction of ecological civilization policymakers and practitioners,strengthen the saving energy resources of public institutions is not only a requirement of self building,economical construction,but also carries out the concept of green development and resource conservation,environmental protection basic national policy,and help to build a well-off society in an all-round way.Public institutions,especially the party and government organs,which take the lead in energy conservation,have a positive demonstration and leading role in promoting the energy conservation awareness of all citizens and creating a favorable atmosphere of self-conscious energy conservation in the whole society.In recent years,governments at all levels and relevant departments have carried out energy conservation management in public institutions and achieved remarkable results.However,from the overall point of view,the energy-saving management of public institutions shows several problems including large amounts of energy consumption,low using efficiency,loss of energy-saving management measures,energy-saving new technology promotion and application of the market mechanism.Therefore,practical measures must be taken to increase the intensity and depth of energy conservation in public institutions,and effectively improve the capacity and level of energy conservation management of public institutions.In this paper,on the basis of reading a large number of domestic and foreign literatures,public institutions in Jiangsu Province are chosen as the research target,and energy-saving management as the research object.By using the method of combining the theory research and practice,as well as theories of public management and statistics,research of this paper is promoted in the following aspects:1.analyzing the energy conservation management of public institutions in recent years,exploring its development laws,summarized achievements and experiences of energy conservation management;2.since the "twelfth five-year",public institutions in Jiangsu province have done energy-saving work well and made some achievements.Yet in the process of management there exist some problems,such as incomplete and imperfect system of standards and organization structure,technology and energy saving,especially using market mechanisms to promote energy efficiency promotion,incentive and restraint mechanism is not strong enough.Therefore,this paper would find the factors that produce these problems and analyze the impact of these factors on the energy conservation management of public institutions.3.analyzing current policies,regulations and specific situation of energy conservation management of Jiangsu public institutions.In combination with the actual situation of Jiangsu,problems in the process of implementation are studied to explore the root causes,to find the solutions,and put forward improvement suggestions for energy-saving management in Jiangsu public institutions.This research on energy-saving management of public institutions in Jiangsu Province,which includes a comprehensively analysis of existing problems in the management process and a discussion on relevant countermeasures to a certain extent,enriches the related theory of energy-saving management in public institutions.At the same time,it extents the development of energy-saving management related theory in China's public institutions,conducts further promotion of the in-depth development for energy conservation management of public institutions in Jiangsu province.It is also advantageous to consolidate and improve the status of public institutions and energy saving in the construction of ecological civilization.By doing research on the status of energy conservation management in Jiangsu public institutions,this article explains the background of energy conservation and management in public institutions in the new era,also the realistic needs and achievements of energy conservation and management during the period of "twelfth five-year" in public institutions in Jiangsu province are summarized.After doing an empirical analysis on the statistics of the energy consumption in Jiangsu public institutions during "twelfth five-year" period,several factors that restrict the work of energy-saving management in public institutions are concluded,such as management mechanism and management standards are not sound,management methods and advanced management measures needed to be innovated,energy-saving new technologies should be more powerful and so on.Strengthening and improving the energy-saving management of public institutions in Jiangsu province help to effectively improve the using efficiency of energy resources in public institutions.What's more,the leading role of public institutions energy-saving demonstration in the whole society can be better played,therefore a new situation and energy saving management would be constantly created.
