With the development of urbanization,the urban population is increasing and the traffic congestion is becoming more and more prominent.The construction and use of the subway has largely relieved the urban traffic pressure,and more and more large and medium-sized cities have built and used the subway.Subway as an important traffic center of the city,need a short period of time to accommodate a large number of floating population,the underground closed narrow passenger environment determines its early warning,emergency disposal and recovery of particularity and complexity.In this context,traditional metro emergency management system cannot be applied to economic and social development.Therefore,in order to improve the subway emergency management capability,this paper studied the emergency management system of metro emergency in the background of "Internet +",and analyzed the emergency management capability of Qingdao metro,and put forward corresponding countermeasures and suggestions.The main tasks of this paper are as follows:(1)Analyzed the connotation,characteristics and process of subway operation emergency management,as well as the connotation,relevant technology and characteristics of "Internet +".From the function and characteristics of "Internet +",this paper analyzed the fit between "Internet +" and metro operation emergency management,as well as the promotion of "Internet +" related technologies on subway emergency management.(2)Based on the emergency management system of "one case three systems",the internet-related technologies are fully applied to the metro emergency management,and the "one platform,two systems and three systems" is constructed in the subway emergency management system.On this basis,the construction of the subway emergency management platform is mainly discussed,and the coordination and linkage of each subsystem in the platform is analyzed with the characteristic image of the body system.At the same time,the preparation process of metro emergency plan is studied,and the emergency decision-making knowledge system of "three libraries and three technologies" is constructed.In the end,four types of accidents are caused by: equipment,people,environment and management.Through the Internet of things and data acquisition technology,the monitoring and early warning mechanism of metro emergency is established,so as to provide new ideas for emergency management of subway emergencies in China,and improve the emergency management capability of metro operation in China.(3)Discussed the Qingdao metro line 3 emergency management present situation,embarks from the two main subway operating company and government,combining the theory of crisis management and "one case three systems" system construction requirements,set up the comprehensive,multi-level metro emergency management ability evaluation index system.Taking into account the fuzzy incompatibility of metro emergency management capacity evaluation,the evaluation model of metro emergency management capability based on physical element extension method was constructed,and the C-OWA operator was introduced to empower the indexes,and the factors affecting the emergency management capability of Qingdao metro were analyzed,and the countermeasures and suggestions for improving the emergency management level of Qingdao metro were given in the context of "Internet +".In this paper,the concept and technology of "Internet +" are integrated into metro emergency management,which provides a new direction and theoretical guidance for China's subway emergency management research,and which can be used for reference for the development of subway emergency management.
