Tourist Areas Of Emergency Management Research

The prosperity of tourism has brought great economic and social benefits to the tourism destination—scenic zone. However, as a sub-industry, tourism is quite sensitive and vulnerable. It is liable to be affected by unexpected incidents ,then cause tourism crisis and huge economic losses. Furthermore, the core of the tourism—scenic zone, which is sensitive , vulnerable and at high risk ,is affected deeply by the tourism crises caused by all kinds of emergencies. Tourism crisis is likely to occur in any scenic zone. When it occurs, it can cause great harm and even fatal disasters to the scenic zone tourism. Thus, how to prevent and cope with the scenic zone tourism crisis is an urgent problem worthy of research. The Y scenic zone in H province has managed to cope with many tourism crises in the short two decades, and it has become famous nationwide even worldwide from an unkown scenic zone. Besides,it has gained one world-level title and seven nation-level titles, and then it has become an important image card of J city ,H province to communicate outside. "JZ scenery", which is representative of the Y mountain, has become more and more famous and brought the national well-known "JZ phenomenon", which is regarded as a miracle in the history of the China's tourism development. This year, this scenic zone is constructing safe scenic zone of country grade according to the plan of the State Administration of Work Safety. This scenic zone has made great strides in dealing with tourism crisis and making the scenic sopt safe. So summing up its experience and discussing its shortcomings are very useful for the reference to the countering emergency management of the scenic zone tourism in China.In order to construct the countering emergency management model equal emphasis on prevention and emergency response, normal and abnormal, static and dynamic in scenic zones, the paper use the relevant knowledge of countering crisis management, public safety, tourism management, countering emergency management, by a combination methods of document and empirical research , particularly use countering crisis management and six stages of the life cycle model, analyz the process of the scenic zone' dealing with SARS as well as the measures it has adopted. Some emergency response managements also are suggested in the article. And this is practicaly significant for scenic zone tourism in China...
