China’s Rural Minimum Living Security Issues Research

Since the founding of new China, especially the30years of reform and opening-up,our country economy rapid and stable development of economy, according to thenational bureau of statistics, China’s economy surpassed Japan in2010，ranked second,per capita GDP in2012to$6100. However, the existing problems in China’s economicdevelopment can not be ignored, especially the huge income gap between urban andrural areas has reached intolerable region, with the advance of China’s”urbanization”，mainly relying on Social Security for the protection of rural land, has been unable toadapt requirements of the market economy in rural areas, the same time as China’saccession to the WTO in2001，the rural economy assumed the impact from abroadagriculture developed countries, production and market risk will result in part of ruralresidents living in straitened circumstances, the farmers’ right to exist can not beguaranteed, rural areas will fall into impoverishment, which requires the government toincrease investment in the establishment and improvement of China’s rural minimumliving security system to solve the worries of rural residents. China is not only apopulous country, is also a large agricultural country, the National People’s foodproblem to be solved, the development of rural areas is also imperative. In the contextof China’s economic transformation, building a socialist harmonious society and a newsocialist countryside, we must make the disadvantaged rural areas of poor survival andlivelihood security, establish and improve the rural minimum living security systemwith Chinese characteristics, and after a long period of time academia to explore, amajor issue of government practice.As an agricultural country, the party and government always attaches importance tothe development of the rural areas, with the development of economy in our country,has made more support to rural areas, rural poverty population is declining. However,there is a considerable part of the rural residents a variety of reasons, the right to life cannot be guaranteed. In2003，established in the national comprehensive urban minimumliving security system in China, the party and the government began to put moreresources and power in the development of the rural minimum living security system. Inthe opening of the17th CPC, our country has been set up throughout the country ruralminimum living security system, but there are many problems and deficiencies. Sincethe eighteenth congress, the party and government always attaches great importance tothe rural social security construction work. From2004ot2013，China’s government for ten consecutive years released mainlyto agriculture, rural areas and farmers,"the Central Document", shows thedetermination and will of the party and government attach importance to thedevelopment of rural areas. Party and18should be made to promote the integration ofurban and rural development. Agriculture, rural areas and farmers as the focus of theparty after a long period of time working, and put forward the integration of urban andrural areas is the fundamental way to solve the "three rural" issues. In the new situation,establish and improve the rural minimum living security system, only to alleviate thepoverty of the rural areas in China has an irreplaceable role in basic survival and livingconditions for rural residents, but also through the rural minimum living security systemredistribution of social wealth, to reduce the income gap, social conlficts caused bysocial inequities and social stability in China’s rural areas, which has played a certainrole. The rural minimum living standard security system as an important part of therural social security system of its establishment and perfection to lay the foundation forthe establishment of rural social security system.This article is based on existing research, perspective from political science，economics，ethics, use of dialectical materialism, economic analysis methods to explorethe problem of establishing a harmonious society under the conditions of marketeconomy in rural minimum living security system. Through to the rural minimum livingsecurity system in our country the history and present situation analysis, the problemwith the lack of focus on the transition period of China rural minimum living securitysystem construction practice, to explore the root causes of these problems, whichproposed to improve the rural minimum living allowance The basic principles andsuggestions.
