The Change Of Industrial Organization,Regulation Mode And The Choice Of Enterprise Behavior In Electric Power Industry

The electric power industry is the basic industry that supports the economy and social development.With the rapid development of China's national economy as well as the people's demands for standard of living continue to improve,there is an ever-growing demand and reliance for electricity.And the electricity industry can be vertically divided into into power generation,transmission,distribution and sale of electricity according to business functions.Because of the natural monopoly characteristics,the transmission and distribution link is the key link of the whole power industry.This paper focuses on a new round of electricity reform in 2015.And paper pays more attention to the impact on the industry vertical industrial organization as well as the enterprise behavior of power generation and power grid sector,when the profit model shifted from the bid-ask spread to charge the approved charges of electricity transmission and distribution.On the basis of referring to the experience of the British electricity industry reform,this paper also puts forward policy implications from the perspectives of power industry regulation and anti-monopoly law enforcement.The study found that changes in the regulation way to the power grid makes the two ends of the monopoly power disappears.Power companies deal directly with the sale of electricity enterprises.Marketing degree will significantly improve.Thus,after taking different regulatory to the grid link,vertical relationship of the power industry has changed.At the same time,because of the power grid exit transaction link,there will be a new trade relation and market behavior,which may arise new problems,such as appearing collusion in weak oligopoly power generation link.So the regulatory focus of government and relevant departments should be shifted from power grid to power generation part.Attention should be paid to the prevention of new behavior that may undermine normal market transactions while strengthening competition in power generation.The innovations of this paper are as follows:firstly,from a new angle of view,that is,the vertical industrial organization of the electric power industry,to analyze the changes of the industrial organization and the possible behavior of the electric power industry.Secondly,paying attention to the possible problems in the later period of the electricity reform,and making a forward-looking judgment.At the same time,putting forward some suggestions for the future regulation and the focus of antitrust.
