Researching On Optimization Of Ppp Mode Bidding Documents For Expressway Under Government Risk Perspective

The main financing mode of expressway construction has changed from the traditional way of government debt to the PPP model with social capital participation,especially after the Ministry of Transportation actively promoted the PPP project mode,the rapid development of highway PPP.However,we find that the social partners to promote the implementation of the project is not satisfactory in the specific practice of PPP,the government side in the follow-up construction and management is highly dependent on social partners,if the partner selected is not ideal,which will affect the smooth implementation.Therefore,it is of great significance to improve the level of project management by carrying out the risk management research on PPP mode and optimizing the bidding documents to control the government risks in the bidding stage.At first,it analyzes the problems and causes of the difficulties in the follow-up work of the expressway project after the bidding of the PPP project.The second,we research the main factors,such as the government investors' risk research is not enough,the contractual contract is weak and the bidding documents,which cause the social investors to select are not ideal,and the current problems of the tender documents were analyzed.Through the stakeholder analysis,literature research,expert interviews and other methods to determine the impact of the tender documents the main risk list.The AHP method was used to establish the hierarchical structure model of risk control,and the weights and ranking of the main risks were determined,and the bidding documents were optimized according to the evaluation results and the risk response measures.The Delphi method was used to evaluate the risk.The Finally,combined with the Taihang Mountain expressway project in Hebei Province as an example,the research results of the paper are verified.The paper proposes a method to optimize the bidding mode of the PPP model expressway construction,which can help the government to analyze the problem effectively,select the suitable project implementation partner,and provide reference for other similar PPP highway project bidding.
