Government purchasing instruments and equipment is an important part of the equipment management, the key to the normal work of the government is also guaranteed, become the important part of the government procurement work. The government budget, procurement, acceptance, complete equipment purchase and payment related activities, improve the government on scientific allocation of equipment, give full play to its effectiveness, high quality, high efficiency, low consumption to finish the work for the government to provide powerful guarantee. At present, the government procurement bidding management work in a complex environment, due to the public bidding system construction is not perfect in our country, the influence of different factors and various levels of complicated equipment instrument, makes purchasing work is faced with many unexpected problems, the bidding risk rising, the bidding risk happened frequently, continuously affects the healthy development of the government bidding procurement. Therefore, effective analysis and study the government apparatus and equipment procurement bidding risk management has become an important subject to be solved badly.Comprehensive risk management theory is applied in this article, USES the literature law, case law, interview law of government procurement bidding process of risk management were discussed, in consideration of actual kunming municipal government procurement bidding work, exploring the kunming government’s overall risk management of equipment procurement bidding way. Through domestic literatures, refer to the books, periodicals and relevant policy documents, give my research using the Internet at the same time provide convenient greatly. Myself in the audit department for many years, involved in the procurement project bidding activities for many times, the kunming city government in the process of equipment procurement bidding risk management have certain experience, accumulated certain experience and materials, based on their own risk management process of government procurement bidding a certain understanding, combined with the practical work of the government procurement related case analysis.
