The Measurement Of The Process Of Marketization Based On The Government Reform And Its Regional Difference Analysis:2003?2015

How the market reform affects China's economic growth is one of the most concerned problems in the transition economics since 1990 s.The key to quantitative analysis of the relationship between the two lies in the construction of the indicators to measure the process of marketization.The proportion of non-state-owned economy in total industrial output value was taken as the proxy variable in the early.With the deepening of reform practice,more and more scholars participated in the research of marketization reform process,and achieved valuable results,such as marketization index.However,one of the important and easy to ignore problems is that there may be differences in the important signs of the marketization process at different stages of the reform.Therefore,it is necessary to carry out the research on the measurement of the market process from the point of view of the division of the reform stage.In view of this,this paper systematically summarizes the important documents of market reform,extract the target and task of market reform,and found reform tasks in different target are not the same,so this paper will take reach the goal of reform and finish the task of reform as a basic principle of the evaluation reform,and reform will be divided into three stages: the first stage is 1978~1991,the incremental reform stage;second the stage is 1992~2002,the storage reform stage;the third stage is 2003~ today,the government reform stage.Then,based on the basic principles of evaluation reform,the three stages of reform are analyzed respectively.It is found that the reform in the first two stages is better,but the third stage reform shows different complexity and arduous past.The reform is still to be completed.Therefore,in order to better grasp the market reform process in third stages,according to the main characteristics of government reform,the market index on the basis of previous studies to measure the public service supply index,and the relative comparison method and principal component analysis of the third phase of the reform process of measure and evaluation.Then,in the 2003~2015 years provinces market index on the basis of the great differences in the provinces of the marketization process,this paper uses Theil index to measure regional difference,mainly due to the process of marketization reform in third stages to imbalance from east to west,between the three regions or within the region.The main conclusions obtained in this paper are as follows:First,through the analysis on important documents of market reform,found the dynamic evolution process of market reform,based on this,this paper will take reach the goal of reform and finish the task of reform as a basic principle of the evaluation reform,and set the three stage of reform.Then we analysis the three stages of reform found that the reform of the two stages have achieved great movement,but the third stage of reform is still in progress,the reason is that the government reform is difficult,and there are still part of the increment and storage reform needs to be done,so the reform in the new period shows different complexity,we need to strengthen the reform.Second,we carry out the process of measurement of the third stage of reform,because of the new characteristics in government reform.We add public service supply index,then using the comparison method and the principal component analysis method to calculate.From the national perspective,the score rose from 4.147 in 2003 to 8.897 in 2015,the reform is slow and associated with the reform of the government of the two highest level indicators of government intervention in the market and the supply of public services with low scores and change slowly,the situation of reform is not optimistic.Third,from the provincial perspective,the difference of area market process is huge,using Theil index to measure the regional differences,decomposition results show that the difference between provinces is intra-regional and inter regional differences,regional differences in the contribution rate increased from 36.39% in 2015 to 50.62% in 2003,and the contribution rate of the regional differences decreased from 63.61% in 2003 to 49.38% in 2015,the mainly reason of the imbalances of market process is change from the inter regional into the intra-regional.
