Land resource is the most basic,non-renewable, sacarce factors of production. The landmarket is an important component of the socialist market economy,plays a fundamental role inthe market in the allocation of land resources. With the rapid development of industrializationand urbanization of our country, the demand of land is more and more, which promote thedevelopment of the land market fast. The development of the land market play an important rolein realizing optimize configuration of land natural resources and control economy. In recentyears, the development of economic of Shandong Province is growing fast and the constructionland demand a lot, while the process of land marketization to be accelerated apparently. But thereis a significant difference in the degree of land marketization of the seventeen cities of ShandongProvince, which affected by various factors. The average value of land marketization degree canbe used to be a representation and symbol of an area of land to the land marketization level.Analysis the level of the land markerization and find out the reasons and the existing problems,which have the important practical significance to optimize the allocation of land resources andperfecting the land market construction.This paper use the methods of literature, empirical, qualitative analysis and quantitativeanalysis based on summing up domestic and foreign research, and revolves around the landmarketization of Shandong Province, Analyse the land market situation in recent years, anddiscusses the existing problems, put forward to promote the healthy development of land marketin Shandong province and the countermeasures. There are six chapters to the studies in thetext:Chapter l is simple introduced the background, purpose and significance, domestic andforeign research, main contents, methods and technical route.Chapter2is learning from other people’s theories. Put forward the study of the theoreticalbasis, including the property rights, land market mechanism theory, the land supply and demandtheory, land rent theory, theory of the allocation of resources, market failure theory and so on. Aswell as summar the main contents of various theories and the study of the guiding role of theland market.Chapter3is the natural and social economic conditions of Shandong province. Briefintroduction of its natural and social economic conditions, land resources and land use structure.Chapter4is the land market conditions of Shandong province. Introduced Shandongprovince land first market and second market development. And analysis of the regionaldifference.Chapter5is the focus of this paper. First make the definition and analysis of the concept of land market, land market struction, land price and land marketization. Using a model of the landmarketization, through the land transaction structure and the active degree of land market toreflect the level of the land marketization. According to the land market and the secondarymarket trading block calculated by the calculation model of the land marketization in each of theShandong Province and the whole country. Then according to the evaluation results of Shandongprovince to analysis the land marketization change situation and regional difference. The resultsshow that in recent years the land marketization in Shandong Province are in the developmentperiod and the current land market in medium marketization level overall. But landmarketization in different internal areas is different. Basically consistent with the region’seconomic and social development degree from east to west except some areas.Chapter6is countermeasures and suggestions for optimization land market in the process ofthe land marketization. The paper analysise that the land market of Shandong Province has madegreat progress in these years. But also there are so many problems such as the efficiency ofmarket allocation of land resource is low, land price have not yet constitute a complete marketsystem, the secondary market is not active enough and so on. In the basis on the analysis of theexisting problems of land market in Shandong province, this paper puts forward countermeasuresand suggestion: the government should transform idea, make the land market managementstandard; accelerate the advance of the market allocation of land resource; reduce the agreementprice and improve the land market competition degree; make operation of the secondary marketperfection.
