Regional technological innovation as an important part of the innovation system,for regional economic development and interregional coordination has a huge role.The agglomeration of technological innovation at the regional level shows its dependence on the geographical proximity factors,which to a certain extent,promote the rapid development of the region,but also to a certain extent affected the regional balance.Human capital is an important driving force of regional technological innovation,and the spillover effect of human capital acts as a kind of normal economic phenomenon in technological innovation.The effect of human capital spillover will have an impact on regional technological innovation and its spatial distribution.It is of theoretical significance to study this aspect.Through this research,it can also enhance the ability of regional technological innovation and synergies between regional technological innovation Progress to provide policy support,and therefore also has some practical significance.In this paper,the existing literatures are summarized and the theoretical mechanism of geographical proximity and human capital spillover on regional technological innovation is analyzed on the basis of summarizing the relevant theories.This paper explores the spatial correlation of regional technological innovation,"technological innovation-human capital" using exploratory spatial data analysis(ESDA),and uses the rotation of spatial distance weights to reveal the spatial distribution of technological innovation in different geographical proximity.In this paper,the data of 31 provinces in China from 2002 to 2015 are used to establish the spatial panel measurement model,and the geographical proximity factors are included in the model of spatial distance weight matrix rotation.Using the measurement results to compare and analyze,to explore the impact of various factors on regional technological innovation;to join the geographical proximity factors,to explore the different geographical space under the regional technological innovation impact mechanism changes.It is concluded that the spatial correlation of regional technological innovation in China is gradually enhanced,and the spatial correlation of regional spatial association shows the spatial locking state of regional agglomeration in the same innovation ability.There is a threshold of 1500KM in the optimal spatial spill of technological innovation in China.There is also a positive correlation between technical innovation and human capital,and its spatial pattern is stable.The effect of human capital spillover is reduced with the inclusion of spillover effect of technological innovation.Compared with geographical proximity,,Indicating that the process of upgrading the regional technological innovation has not yet formed a stable dependence on human capital spillover.Finally,according to the conclusion of the study,it is suggested that we should strengthen the construction of cluster,strengthen the cooperation between regional cooperation and ensure the coordination of human capital in the region and ensure the investment of R&D capital and human capital for the gathering of technological innovation and human capital spillover.
