Regarding technological innovation as a process of new knowledge producing, this papertries to probes into the mechanism of how geographical proximity and regional informatizationlevel affects technological innovation capacity in a perspective of approaches of optimizingknowledge resource allocation. An original approach and some scientific evidence for promotingregional technological innovation output has been offered.At first, by a combination of a conclusion and an inductive analysis of ever theme-relatedstudies, several paths of geographical proximity and regional informatization affecting regionaltechnological innovation have been clarified out. Then, we use exploratory data analysis todisclose the rules of the distribution of regional technological innovation in China, which alsoexplains why we choose the later empirical analysis method. Next, by improving the model ofdynamics of technology, we make the accumulated knowledge production function contains thefactor of regional informatization level in a scientific way, simultaneously, through theconstruction of a series of spatial weight matrixes according to the difference of geographicalproximity, we consider the regional informatization level and the geographical proximity into thecomprehensive analytical framework of this paper simultaneously. At last, by the combination ofcommon panel data analysis and spatial panel data analysis,we try to mine the quantitativemechanism of how geographical proximity and regional informatization level affect regionaltechnological innovation.Several conclusions have been presented as follows: several paths by which geographicalproximity and regional informatization affects regional technological innovation includeaffecting the allocation of codified and tacit knowledge, changing the real and virtual networkexternality, affecting incentive mechanism of R&D etc. In China, the global spatial association oftechnological innovation intensifies day by day, local spatial association of technologicalinnovation is locked in a situation that regions with same technological innovation capacityagglomerated together but a few regions that their development of technological innovationbreaks up such a locked situation. The most optimized geographical distance between tworegions makes the spatial spillover of technological innovation be especially intensive is1000KM. The accumulation of R&D capital and R&D human input are still two main engines which promote regional technological innovation, however, this kind of promotion decay withspatial spillover in larger area being taken into account in our analytical framework. Advance ofregional informatization level based on the amount of information usage or efficient usage couldpromote regional technological innovation, but the promotion experience a process of reductionwith a consideration of spatial spillover of technological innovation in larger area. Whenconsiders the spatial association of technological innovation in larger area than last situation inour comprehensive analytical framework constantly, the increase of such a kind of associationintensity could promote the regional technological innovation capacity obviously, thecontribution of promotion of local infomatization level to local technological innovationweakens as spatial association of technological innovation in larger area than last situation beingbrought into our analysis.
