Since the Tenth Five-Year Plan,in order to strengthen the national defense construction forces and equipment capacity the state has increased its investment in model development and infrastructure capacity of national defense enterprises and research institutions,mainly for the development,purchase or construction of facilities,equipment,infrastructure,etc.needed for the development or production of the models in the national defense area,and has spent nearly 200 billion yuan during the Eleventh Five-Year.C factory,as the only national key military unit in aerospace that carry out the development,production,testing and service of initiating explosive devices,has acquired a large amount of investment in the investment in fixed assets of military industry.However,there exist problems in the process such as imprudent decisions in the project construction,lack of thorough considerations of quality,schedule,security,how policies fit into research and production requirements and some other aspects,etc.Based on the process of the management of investment in fixed assets of military industry and combining with the management characteristics of C factory,this essay introduces its risk management system and deeply studies the risk management of the investment in fixed assets of military industry of C factory with Z project as an example.First,the essay clarifies the definition and characteristics of the investment projects in fixed assets of military industry,and comprehensively describes the process of the investment in fixed assets of military industry in the preparation stage,the implementation stage and the acceptance stage.The system and its characteristics are analyzed in detail,revealing the problems existing in the process.Then,the WBS decomposition is performed for Z project,where its preparation stage,implementation stage and acceptance stage is described in detail.In the meantime,the RBS decomposition is done to reveal the system risk in the project.Applying the WBS-RBS method,a crossing matrix is formed,where the bottom of the risk given by RBS decomposition is in the horizontal direction,and the work package is in the bottom the vertical direction given by WBS decomposition.The risk of Z project can then be identified in detail by expert review method.Next,based on advanced theoretical methods,apply AHP to the identified risk of Z project in the criterion layer and the target layer respectively and match the extent of mutual influence.Calculate the weights in the criterion layer and the target layer using MATLAB,and the weights of all risk factors of the overall goal.Risk evaluation is done based on these results.Finally,according to these evaluation results and the management process of C factory investment project in fixed assets of military industry,the corresponding countermeasures and monitoring measures are put forward for the risk of Z project.Through the risk management of Z project,both the Z project management itself and the follow-up similar projects of C factory is provided effective risk management methods.Moreover,it can be a good reference for other military enterprises and institutions that will carry out similar projects.
