With the development of economy and technology,new energy is developed and used,but coal is the basic energy,and it is difficult to change the status of the coal as a theme of energy in our country for a long time.Due to the uneven distribution of coal resources and mainly concentrated in the less developed areas that leading to coal production areas and consumption areas of coal supply and demand is extremely uncoordinated.As China'slargest integrated port in the north and an important foreign trade port,Tianjin Port plays a vital role in China's coal transportation.The State Environmental Protection Agency issued the "Beijing-Tianjin-Hebei and the surrounding areas in 2017 air pollution prevention and control work program" in march 2017 clearly requires that Beijing-Tianjin region has to do the prevention work well in air pollution prevention and control work.In order to speed up the adjustment of Tianjin port coal transport mode and to solve the problems of the Tianjin port coal yard and the exhaust emissions pollution of coal vehicle,Tianjin government has clearly requested that by the end of April,Tianjin Port is no longer receiving diesel trucks that transport port coal.It is the general trend to establish coal logistics center in order to development the coal logistics in Tianjin Port.This article first systematically combed the domestic and foreign logistics center site related literature and studied the literature of the domestic coal logistics center location.At the same time have a clear understanding about the connotation,process and function of coal logistics center.Secondly,the principle,influencing factors and objectives of coal logistics center are analyzed,and the index system of coal logistics center is established,which is ready for the location of Tianjin Coal Logistics Center.Then the TOPSIS model based on Minkowski distance is established,and the combination weight of the evaluation index is determined by the information entropy method and the eigenvector method,which is used to evaluate the site selection scheme.Finally,the appropriate candidate address is selected from the hinterland of Tianjin Port,and the collected factors are brought into the model,and the model is obtained.The appropriate location is selected from the alternative as the final scheme of Tianjin Port Coal Logistics Center.
