According to "Logistics Adjustment and Revitalization Planning" layout plan issued by China State Council, the "Twelfth Five-Year Plan for Railway Logistics Development Planning" is going to construct a three level of railway logistics nodes network which include a national level, a regional level and a local level in the next five years. There will be42logistics node cities and98regional logistics node cities. At the same time, it is going to select80first-class comprehensive railway logistics centers in the railway logistics node cities, and develop railway logistics deeply around the whole country. In view of the present situation of Chinese market economy and the development of railway transportation, on one hand, it is required a thorough understanding of the modern logistics theory and the planning methods for logistics center. And on the other hand, to combine the actual national condition to construct suitable, sustainable and practical modern railway logistics centers by making full use of the experience of other countries.China railway ministry plans to vigorously develop the railway transportation market, extending rail transport services industry chain and accelerate the development of railway logistics management according to the "Twelfth Five-Year Plan for Railway Logistics Development Planning". So a large number of literatures and related theory of knowledge were refered in this paper, including management, combinatorial optimization theory, electronic commerce technology, transportation and organization theory, fuzzy mathematics and multivariate nonlinear regression method, grey prediction model, DEA model, Bi-level Programming model, BSC, AHP. All these theories and methods were used to study on the planning and construction of railway logistics center. Mainly aspects are as following:(1)DEA comprehensive evaluation model and Bi-level Programming model are used together to analyze the location problem of railway logistics center in national rail logistics node cities. The combing method has three acvantages. Firstly, it can provide the accurate and efficient distribution scheme for a large range of site points. Secondly, it was considering the existing logistics center of the study area. Thirdly, it realized the double targets:lowest cost of railway logistics center and minumum customer cost. And it reflects the importance of customer in the development of modern logistics. Furthermore, examples showed that a hybrid optimization algorithm which combines GA, TA, and SA can solve the NP-hard Bi-level Programming problem.(2)This paper is comprehensively considering the factors of the study area. The factors include service market, freight demand, a variety of modes of transport between cooperation and competition, the logistics center of economy of scale and scope of land. The area of modern railway logistics center service area can be determined through the modeling and solving of the total scale in the study area of modern railway logistics center.(3)On the basis of analysis the present situation of railway freight stations operation organization and the existing problems, the functional areas were divided reasonably. The area of funtional area was calculated by the supply survey and the prediction of logistics amount for the study area. And finally, the single modern railway logistics center scale was determined by functional area area apportionment.(4)This paper used BSC-BMP model to build supply chain performance evaluation indicator system, and using LTFN-AHP model to evaluate the whole performance of supply chain. LTFN-AHP model can overcome the defects of general AHP method. As AHP method generally ignored the group evaluation and individual evaluation model of real factors. The example showed that method in this paper can visually obtain an effective performance level for different supply chains, which can explain the status and infulence of modern railway logistics center in the railway freight market.
