In the21st century, with specialization refinement, companies recognize that in orderto enable enterprises to become more competitive, they must concentrate on their corestrengths and make full use of external resources to compensate for their weaknesses.The core enterprises need to establish a strategic alliance with logistics providers morethan a simple trading relationship. Strategic partnership between the enterprises in thesupply chain is a "shock absorber" for the related businesses and whole supply chain.Not only can this partnership reduce the uncertainties in the supply chain, inventory andthe cost of the entire system, but it can help to speed a business enterprise to respond tothe market and to enhance the competitive position in the market. How to makescientific evaluation and selection of third-party logistics providers to enhance theirenterprise supply chain, from the overall perspective, is a very important, but also hotand difficult research.Given this, on the basis of a large number of logistics research about evaluation andselection of suppliers at home and abroad, a third-party logistics provider selectionmodel based on intuitionistic fuzzy TOPSIS theory was built. Firstly, this paperpresented the concept of intuitionistic fuzzy sets and intuitionistic fuzzy numbers, andthe definition of a series of algorithms and integrated operators. On the basis ofconsidering hesitancy degree, some new improved measures of intuitionistic fuzzy setswere provided and verified. Secondly, this paper analyzed existed achievements aboutlogistics provider evaluation and the development characteristics of logistics industry,and elected a number of evaluation indicators for subsequent screening. Then usingintuitionistic fuzzy set as a tool, this paper evaluated the importance of the indicatorsbased on the actual needs of enterprises, deleted unimportant targets, and established alogistics provider evaluation system to meet the business needs of selecting a suitablelogistics provider. Thirdly, this paper made an intensive study of third-party logisticsprovider selection problem, and the third-party logistics provider selection withincomplete information was discussed. After the introduction of entropy in informationtheory, intuitionistic fuzzy entropy was provided to determine the index weight.Meanwhile, this paper extended the traditional TOPSIS method to intuitionistic fuzzy environment and established a third-party logistics provider selection model based onintuitionistic fuzzy TOPSIS theory. Finally, the specific example showed the ease andeffectiveness of the decision-making model. The sensitivity analysis results also showedthat the proposed method has superior stability.
